Laurel Run PS Pump Replacement and Improvements

Project Description: Sealed Bids will be received online by Muhlenberg Township Authority until 11:00 AM local time on November 4, 2026. A pre-bid meeting is to be scheduled at a later date. Online bids shall be submitted by way of the PennBid Program. Paper bids will not be accepted for this project. Bidders assume responsibility that their Bid is received prior to the designated bid opening time and date.
The Work to be performed for the project includes supplying all labor, equipment, and materials necessary for the Laurel Run Pump Station Pump Replacement and Improvements Project for the Muhlenberg Township Authority. The Work generally consists of the replacement of existing sewage pumps and motors to include new pumps with variable speed drivers, a new pump control system, replacing the emergency generator, new channel grinders, the addition of new bypass piping connections, and removal of the old generator and associated equipment. Structural improvements include roof, window, door and hatch replacement, installing a hoist, generator platform modifications, and furnishing and installation of a new air handling system. Electrical improvements include wiring, lighting, and electrical work associated with powering and controlling the new equipment. The project also includes miscellaneous site improvements. The Work must be substantially completed within two hundred seventy (270) days from the issue of the Notice to Proceed.
Each Proposal for the Project shall be accompanied by a Bid Security in the form provided by the Contract Documents, drawn to the order of the Muhlenberg Township Authority, and in an amount not less than ten percent (10%) of the extended Bid Amount, as a guarantee that if the Proposal is accepted, a Contract will be entered into and the performance thereby properly secured.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
The Muhlenberg Township Authority, Owner, hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, to waive any informality in bids received, and to accept the Bid, which is in the best interest of the Authority, consistent with the laws affecting municipal contract awards.
