The U.S. Army invites proposals from qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to provide comprehensive portable latrine and handwash station services at the National Training Center (NTC) and Fort Irwin Installation.

This solicitation is for a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The purpose of this contract is to ensure sanitary facilities are available for soldiers and personnel across the installation and training areas.

  Set-Aside: This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be certified as an SDVOSB in the System for Award Management (SAM.gov) at the time of proposal submission to be considered.

  (IDIQ) contract with a base plus four (4) option years with a minimum guarantee of $2,500.00. Award will be
  
  made in accordance with FAR 15.101-2, Lowest Priced Technically Acceptable source selection procedures
  
  resulting from the evaluation of the offerors' response to the solicitation.

  
  

Summary of Requirements:

The selected contractor will be responsible for providing all necessary personnel, equipment, and supplies to deliver, place, service, and remove portable sanitation units. This includes standard and ADA-compliant latrines and handwash stations. Services must include regular cleaning, waste pumping and disposal in accordance with all regulations, and restocking of all supplies (e.g., toilet paper, soap). Specific requirements will be detailed in individual Task Orders issued against the base contract.

Interested offerors are responsible for carefully reviewing all documents included in this notice. The full Request for Proposal (RFP), including the Performance Work Statement (PWS), are attached to this notice.

EXTENDED: Proposals must be submitted in accordance with the instructions detailed in the attached RFP document no later than 25 March 2026 @ 1200 PST.

EXTENDED: Questions regarding this solicitation must be submitted in writing to Tamaria Baker, tamaria.r.baker.civ@army.mil, no later than 16 March 2026 @ 1200 pm PST.

Ammendment published 13 March 2026 is to incorporate updated clauses and provisions in accordance with recent changes to the Federal Acquisition Regulation (FAR). The requirement remains the same.
