The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) is issuing a Request for Proposal (RFP) for a fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to provide interpretation services. Performance will occur at the Contractor’s sites (which may include telework locations) and Government designated facilities, see Performance Work Statement for additional information. The Government anticipates multiple awards of three to five IDIQ contracts but reserves the right to make a single award if it is in the best interests of the Government. The IDIQ contracts will include a minimum guarantee of $100,000. This RFP is issued as a full and open competition with a small business reserve for one of the awardees. Proposal instructions start on page 107 and the evaluation criteria start on page 133 of the attached RFP package.

Proposal instructions start on page 107 and the evaluation criteria start on page 133 of the attached RFP package. Contractors must use the attached Technical Proposal Scoring Sheet and Price Proposal spreadsheet when submitting proposals.

Preproposal Conference
The Government has scheduled a preproposal conference on Monday, April 28, 2025 at 2:00 p.m. Eastern Time. The scheduled duration is 1 hour. Interested parties may submit questions in advance by email to the Contract Specialist (benjamin.t.fournier@uscis.dhs.gov) and the Contracting Officer (michael.p.hohahkwen@uscis.dhs.gov) by Thursday, April 24, 2025 at 2:00 p.m. Eastern Time. There will also be an opportunity to ask questions during the Preproposal Conference. The conference will be held through Microsoft Teams at the following link:
