1. PUBLIC NOTICE AND INTRODUCTION
The City of Wolfforth is seeking bids to perform Grounds Maintenance and Landscaping Services for the
City of Wolfforth Public Improvement District #2, also known as Preston Manor, grounds as show in
green on Exhibit A. The specifications for services to be performed are broken out into two (2) sites as
defined below.
1. All Sites excluding South Greenbelt
2. South Greenbelt
The City reserves the right to accept or reject any RFP's, to waive any informalities or irregularities, to
request additional information, to conduct interviews, and to make the award determined to be in the
best interest of the City.
2. BACKGROUND AND PROJECT DESCRIPTION
The City of Wolfforth
The City of Wolfforth Public Improvement District #2, also known as the Preston Manor PID,
encompasses approximately 38 acres of green space, including a clubhouse and grounds, parks
(including a dog park) ponds and greenbelts.
3. SCOPE OF SERVICES (ALL SITES EXCLUDING SOUTH GREENBELT)
Services are expected to include, at a minimum, the following tasks:
a. Perform all necessary work utilizing accepted horticultural practices for the exterior landscape
maintenance of the property as required herein. Such work includes the following:
1. Mowing, edging and trimming of lawn area.
2. Pruning, trimming and/or shearing of plant materials including trees
3. Weeding, cultivation and cleaning of planting beds and tree rings.
4. Provide and apply fertilizers, insecticides and herbicides by a licensed pesticide
operator.
5. Maintenance of irrigation systems.
6. General site cleanup; removal of all existing trash and by-products of maintenance
in landscape areas and contiguous pavement.
7. Identification of dead or diseased turf, trees, or other plant material for treatment,
replacement, or removal.
b. Extra Services:
1. All services not covered under the Contract shall be considered "extra services"
and will be charged for separately according to the nature of the item of work.
2. Such work shall include, but may not be limited to the following:
a. By-products of vandalism or other site-related work.
b. Planting of fall and spring color as requested.
c. Removal of any dead shrubs and trees and installation of any new shrubs and
trees.
d. Trim trees as requested.

Landscape Irrigation System
The Contractor shall monitor and program the automatic controlling devices to ensure optimum moisture
a. Routine sprinkler repairs such as cleaning around heads or damage caused by Contractor shall
be Contractor's responsibility, which may be completed by a third-party retained by Contractor.
All other irrigation system repairs shall be at Owner's expense. Repairs shall be made under the
supervision of a licensed irrigator, which may be a third-party retained by Contractor.
b. Sprinklers or structures that are damaged or lost due to Contractor's operations or lack of
operations must be replaced by the Contractor promptly at Contractor's expense.
c. All damage to the irrigation system caused by vandalism or by others shall be corrected by the
Contractor, as an "extra service", at the Owner's expense upon receipt of written authorization to
proceed.
Shrubs, Flower Beds And Hedge Maintenance
a. Maintain all flowerbeds in a timely manner throughout the year
b. Trim all shrubs as needed throughout the year
c. Apply any chemical needed to prevent/kill weeds
d. Adjust and set sprinklers monthly to meet needs of beds
e. Trash and debris clean up on a weekly basis
f. Fall and spring clean up
Turf Maintenance
a. Apply all chemical needed to maintain healthy turf.
b. Adjust and set sprinklers monthly to meet needs of turf area.
c. Trash and debris cleanup on a weekly basis.
d. Fall and spring clean up
e. Scalp all turf at beginning of season
Use Of Herbicides And Insecticides
a. Contractor (or the third party retained by Contractor to perform said services, if any) is hereby
granted permission to use such herbicides and insecticides as deemed advantageous in its
ground maintenance activities. Herbicides and insecticides must be used responsibility and in
conformance with Federal, State and Local laws and regulations, and by a licensed chemical
contractor, which may be a third-party retained by Contractor.
b. All grass growing through pavements and pavement joints shall be removed using chemical or
machine methods. Both pre and post-emergent chemical applications will be used. Broadleaf and
sticker turf weeds will be controlled.
c. Insects: Control insects with regular application of commercial insecticides at the manufacturer's
recommended rate. Apply insecticides as needed to protect all plant material from damage.
d. Diseases: When diseases first appear, spray for diseases with an approved commercial chemical
strictly according to the manufacturer's recommendations. Apply chemical control where
necessary until disease is eradicated.
General Cleanup

a. Contractor shall dispose of all waste materials or refuse from his operations off the property.
b. All plant growth shall be prevented in any cracks in walks, medians, playground fall surface, or
within paved areas.
c. Leaves, papers, grass clippings or other debris shall be removed at least weekly or at each visit
from all areas.
Driveways And Walkways
a. Spray weeds within sidewalk and parking areas
b. Blow all concrete surface areas on a weekly basis after each service
c. Maintain areas to keep free from trash and debris
d. Fall and spring clean up
Schedule Of Services
a) All areas, excluding the south greenbelt, should be mowed at a minimum of once per week
during the growing season. (April through October)
4.SCOPE OF SERVICES AND SCHEDULE (SOUTH GREENBELT)
a. Trash and debris cleanup monthly.
b. Pruning and/or trimming of trees once per year as needed
c. Mow/Shread once per year and as requested by the City dependent on growing conditions.
5. Submission Instructions
Deadline: RFP's must be received no later than May 21, 2026 at 3:00 p.m. Central Time. Submissions
received after the deadline will not be considered.
Copies: Respondents shall submit one (1) original marked "ORIGINAL," paper copy and one (1)
electronic copy on USB drive or via trobinette@wolfforthtx.us in searchable PDF format.
Delivery Address: City Secretary, City of Wolfforth, 302 Main St, Wolfforth, Texas 79382. The outside
of the sealed package shall be plainly marked: "RFP No. 2026-005 - Preston Manor Landscaping -
DO NOT OPEN."
Questions: All questions regarding this RFP must be submitted in writing to Terri Robinette, City
Secretary at trobinette@wolfforthtx.us no later than May 15, 2026 at 5:00 PM. Responses will be issued
by written addendum posted on the City's website. Respondents shall not contact members of the City
Council, City staff, or the selection committee concerning this RFP other than through the designated
procurement contact; such contact may result in disqualification.
6. General Terms and Conditions
6.1 Governing Law
This RFP and any resulting contract shall be governed by the laws of the State of Texas. Venue for any
dispute shall lie in Lubbock County, Texas.

6.2 Public Information
All materials submitted in response to this RFP become the property of the City and are subject to the
Texas Public Information Act, Chapter 552, Texas Government Code. Respondents must clearly identify
any information claimed to be proprietary or confidential; the City cannot guarantee the confidentiality of
any submission.
6.3 Conflict of Interest Questionnaire (Form CIQ)
Respondents must comply with Chapter 176, Texas Local Government Code, and submit a completed
Conflict of Interest Questionnaire (Form CIQ) if required.
6.4 House Bill 89 Verification (Chapter 2271)
Pursuant to Chapter 2271, Texas Government Code, respondents entering into a contract with the City
of $100,000 or more must verify that the respondent does not boycott Israel and will not boycott Israel
during the term of the contract.
6.5 Senate Bill 252 Certification (Chapter 2252)
Pursuant to Chapter 2252, Texas Government Code, the City may not enter into a contract with a
company engaged in business with Iran, Sudan, or a foreign terrorist organization as designated by the
Texas Comptroller.
6.6 Form 1295 - Certificate of Interested Parties
Pursuant to Section 2252.908, Texas Government Code, the selected firm will be required to submit a
completed Form 1295 prior to contract execution.
6.7 Insurance
The selected firm will be required to maintain, at minimum, commercial general liability, workers'
compensation, and professional liability (errors and omissions) insurance in amounts and forms
acceptable to the City, and to name the City as an additional insured where applicable.
6.8 Non-Discrimination and Equal Opportunity
The City is an equal opportunity employer and encourages submissions from all qualified firms, including
historically underutilized businesses (HUBs).
6.9 No Obligation; Costs of Preparation
The City shall not be liable for any costs incurred by any respondent in preparing, submitting, or
presenting an RFP. This RFP does not commit the City to enter into any agreement, award any services,
or pay any costs incurred in preparation of a response.
