Landscaping 3 Parks

The City of Methuen through its Public Works Department is requesting bids from qualified contractors for the landscaping maintenance of three parks, Osgood Street, Charles Street and Grey Court Monument Park, for a three (3) year plus two (2) one year extensions. Specifications and IFB forms may be obtained on or after Monday, June 22, 2026, via download on the City’s website www.methuen.gov/ purchasing.  All potential bidders must be registered as a plan holder through this link.

The bids must be made out in duplicate, either typed or printed in ink. The bids must be filled out and signed as directed therein, sealed in an envelope plainly marked “Landscaping Maintenance for Three (3) Parks” addressed to the Office of the City Clerk, Searles Building, 41 Pleasant Street, Room 112, Methuen, MA  01844, and endorsed with the name and address of the bidder. Sealed bids must be received by the City Clerk no later than Monday, July 13, 2026 at 10:00 AM.

Bids filled out and left with the deposit as above directed, and no other, will be opened at Methuen City Hall on the 3 ^rd floor (Great Hall), 41 Pleasant Street, Methuen, MA 01844 on Monday, July 13, 2026 @ 10:00AM.  The City of Methuen reserves the right to reject any and all bids or to waive any informalities in the bidding if it is deemed to be in the best interest for the City to do so.

No Bid may be withdrawn within 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of bids. The bidding and award of this Contract will be under the provisions of M.G.L., Chapter 30B.

All questions regarding this IFB and the awarding process shall be directed by e-mail no later than Thursday, July 2, 2026 by 12:00 Noon to Purchasing@methuen.gov.

The City of Methuen reserves the right to reject any and all bids received in response to this IFB. A bidder’s bid may be rejected if the bidder:

a.        Fails to adhere to one or more of the provisions established in this IFB.
b.        Fails to submit its bid at the time and in the format specified herein or to supply the minimum information requested.
c.        Fails to meet unconditionally or is unable to demonstrate competence to meet the mandatory technical and business specifications required by this IFB or fails to submit the required bid deposit or bid bond.
d.        Fails to submit its bid to the required address on or before the deadline date established by the Transmittal Letter.
e.        Misrepresents its products or provides demonstrably false information in its bid or fails to provide material information.
