reserves the right to extend the contract for up to two (2) additional one-year periods at the sole

INTRODUCTION
PURPOSE AND OBJECTIVES
Cowlitz County, hereafter called "County,” is seeking proposals for the provision of Landfill Gas
Management Services at the Cowlitz County Headquarters Landfill and the closed Cowlitz County
Tennant Way Landfill. Service provided will include, but not be limited to, landfill gas compliance
testing and reporting, gas collection and control system (GCCS) adjustments and troubleshooting.
Cowlitz County requires the Contractor to be committed to maintaining the highest professional
standards. To this end, adherence to the terms and conditions of the Request for Proposal and
associated documents are required.
The County intends to award one contract to provide the services described in this RFP.
SCOPE OF WORK
The task order process will consist of the County contacting and requesting services for a specific
project. The consultant will then develop a detailed scope and budget for each request. When
the scope and budget is agreed upon a task order will be issued that includes the budget and
date of delivery. Any changes to the cost, scope of work or schedule must be agreed upon by
the Consultant and the County in writing.
The consultant will provide all management, materials, equipment, labor and other items
necessary to provide various testing services for permit compliance of the County owned landfills
as needed. The quantity and duration of testing services will depend on the County’s
requirements and needs for these services.
The services to be provided include but are not limited to, any or all of the following:
1) Project Management and Coordination
a) Provide a designated Project Manager for the duration of any task order.
b) Scheduling and coordination of Services to meet reporting frequencies and
deadlines.
c) Provide test reports for inclusion into the project files.
d) Provide final reports to the County.
2) Landfill Gas Monitoring and Reporting
a) The Consultant shall prepare and submit required reporting for regulatory
agencies including but not limited to EHU, SWCAA, DOE and EPA.
b) The Consultant shall support electronic report submittals to various platforms
including but not limited to EGGRT, EPA, CDX, SAW.
3) Gas Collection and Control System Adjustments and Troubleshooting
a) The Consultant shall evaluate monitoring information and provide input and
oversight for gas management.
b) The Consultant shall manage and troubleshoot SCADA system.
4) Billing
a) The Consultant will bill Cowlitz County Public Works, 1600 13th Ave S, Kelso, WA
98626 monthly for any work performed in the calendar month, not later than 14

days after the end of the billing month.
b) Billing must be calculated in strict accordance with the pricing provided by the
Consultant.
MINIMUM QUALIFICATIONS
All firms submitting proposals under this RFP shall demonstrate the knowledge, skills, and
experience necessary to meet or exceed the following minimum requirements:
1. Must be registered to conduct business in Washington State;
2. Must be bonded and insured;
3. Must provide all personnel, mobile equipment, transportation, supplies, tools, and
materials necessary to successfully perform the services detailed in this RFP in
accordance with all national, state and/or local rules that apply;
4. Must obtain and maintain the required materials, equipment, and resources
necessary to perform the services outlined in the Scope of Work. The Proposer shall
be directly responsible for completion of no less than 35% of the work to be
performed.
PRE-PROPOSAL CONFERENCE
There will be NO pre-proposal conference held for this RFP. Contractors wishing to tour the
facilities prior to the proposal due date may make arrangements by contacting the RFP
Coordinator.
The County will be bound only to the County’s written answers to questions. Questions arising at
a site tour or in subsequent communication with the RFP Coordinator will be documented and
answered in written form. A copy of the questions and answers will be sent to each prospective
Contractor that has made the RFP Coordinator aware of its interest in this procurement.
PERIOD OF PERFORMANCE
The period of performance of any contract resulting from this RFP is tentatively scheduled to begin
on or about April 1, 2026 and will end on December 31, 2028. Amendments extending the period
of performance, if any, shall be at the sole discretion of the County. The County reserves the right
to extend the contract for two (2) additional one-year periods.
PRICING
During the contract period, the stated price of the contract’s proposal may be adjusted based on
the Consumer Price Index (“CPI), as follows:
At the beginning of each contract extension, the prices shall be increased or decreased by the same
percentage as the percent change in the CPI for the twelve (12) months ending the preceding
January. “CPI” means Consumer Price Index, All Cities, Urban Workers and Clerical Workers, (CPI-
W), 1982=100, as published by the United States Department of Labor, Bureau of Labor Statistics

(“CPI”). If the Bureau of Labor Statistics ceases to publish that index in its present form, the parties
shall substitute another index to reflect inflation in comparable terms.
CONTRACTING WITH FORMER WASHINGTON PUBLIC EMPLOYEES
Washington State Department of Retirement System reporting requirements apply to public
entities contracting with former Washington public employees pursuant to WAC 415-02-110, DRS
Email 13-011 and DRS Email 09-001. Proposers should familiarize themselves with these reporting
requirements to the County before submitting a proposal that includes former public employees.
Information regarding these requirements can be found on the WA Department of Retirement
System’s Independent Contractor Verification and State Retirement Status Reporting Form located
on the last page of this document.
DEFINITIONS
Definitions for the purposes of this RFP include:
Apparent Successful Contractor The contractor selected as the entity to perform the anticipated
services, subject to completion of contract negotiations and execution of a written contract.
Contractor Individual or company whose proposal has been accepted by the County and is
awarded a fully executed, written contract.
County Cowlitz is the County in the state of Washington that is issuing this RFP.
Proposal A formal offer submitted in response to this solicitation.
Proposer - Individual or company that submits a proposal in order to attain a contract with the
County.
Request for Proposals (RFP) Formal procurement document in which a service or need is
identified but no specific method to achieve it has been chosen. The purpose of an RFP is to permit
the contractor community to suggest various approaches to meet the need at a given price.
