Landfill Construction Quality Assurance (CQA) Services

Dane County Waste + Renewables (W+R) is inviting Proposals for professional engineering services to serve as a Construction Quality Assurance (CQA) Representative at Dane County Landfill Site No. 3 (4402 Brandt Road, Madison, WI 53718). The CQA representative will be a part of the "Dane County Landfill Site No. 3 – Phase 1, Cell 1 Liner Construction" to ensure all NR 516 requirements are met. There’s anticipated to be several construction events (both liner and cap) over the next five (5) years, see Table 1 below. There is a potential that Awarded Firm may serve in future construction events via Contract Amendment.

Selected CQA representative(s) shall be well-versed on the Request for Bid (RFB) No. 326001 titled "Dane County Landfill Site No. 3 – Phase 1, Cell 1 Liner Construction”. W+R encourages proposers to follow RFB 326001 via OpenGov to review documents and applicable addenda. The CQA Plan for Dane County Landfill Site No. 3 is included as Appendix A. This plan describes in greater detail the required tasks of selected CQA representative(s).

Wisconsin Department of Natural Resources (WDNR) requires CQA services along with preparation of a preconstruction and construction report for landfill liner and cap construction events under NR 516. Previous reports from landfill construction events are available at W+R offices at 1919 Alliant Energy Center Way, Madison, WI.

On behalf of W+R, Firm shall be responsible for developing and submitting all reports and documentation necessary to successfully approve the construction of Phase 1, Cell Liner Construction at Dane County Landfill Site No. 3: Collin Maus, Wisconsin Department of Natural Resources, South Central Region, 3911 Fish Hatchery Road, Fitchburg, WI 53711.

All costs associated with the CQA services and reports shall be the responsibility of the selected Firm.

To be considered for this project, the Firm must meet or exceed the following criteria:

1. Have at least one registered professional engineer as lead responsible member of the firm or project team for WDNR reporting purposes.
2. Have proper testing equipment certification and a certified four-wheel drive vehicle for transporting testing equipment and on-site navigation.
