1.05 BID NOTICE
A. Notice is hereby given that sealed Bids will be received by Montgomery Martin Contractors,
LLC on behalf of the Desoto County Board of Supervisors and Desoto County Convention and
Visitor's Bureau for the Landers Center Convention Center Expansion Bid Package 03 –
Structural Foundations and Site Demolition, Pre-faced Concrete Unit Masonry, Structural Steel, and
Site Utilities, located at 4560 Venture Drive, Southaven, MS 38671 until 4:00 PM local time on
the 1st day of July, 2025.
B. Location for Receipt of Bids:

C. Pre-Bid Meeting to be held on site: 2:00 PM, June 9, 2025
D. Deadline for any Requests for Information (RFIs): June 23, 2025

F. Bids must be accompanied by a security deposit, as follows:
1. Bid Bond of a sum no less than five percent (5%) of the total of the amount bid with
Construction Manager, Montgomery Martin Contractors, LLC., as Obligee, or
2. Certified Check for no less than five percent (5%) of the Bid Amount, made payable to
the Construction Manager, Montgomery Martin Contractors, LLC.
3. Security Deposit (either Bid Bond or Certified Check) must be submitted to the Desoto
County Procurement Office PRIOR to the time of Bid Due Date (It is recommended at
least thirty (30) minutes prior).
G. The Owner reserves the right to waive any irregularities, the right to reject one or all bids and
the option to postpone action and final decision for a period of up to sixty (60) calendar days.

to the electronic bidding procedures, please call Central Bidding at 225-810-4814.
B. Partial Sets will not be issued.
C. Refer to other bidding requirements described in Section 00 2113 - Instructions to Bidders and
Section 00 3100 - Available Project Information.
D. Submit your offer on the Bid Form provided.
E. Submit your Bid in Duplicate and include a flash drive (with bid documents saved to it). The
requirement to submit your Bid in Duplicate with accompanying flash drive applies to handdelivered bid packages only.
F. Your offer will be required to be submitted under a condition of irrevocability for a period of
sixty (60) calendar days after submission.
G. The bid will be awarded to the lowest responsive responsible and qualified bidder. The Owner
reserves the right to waive any irregularities, the right to reject one or all bids and the option
to postpone action and final decision for a period of up to forty-five (45) calendar days.
H. Bidders must be properly licensed at the time of the bid and provide evidence of compliance
with the applicable provisions of Section 31-3-21 (or latest revision) of Mississippi Code before
such bid may be considered.
I. All bids submitted in excess of $50,000 by a prime or subcontractor to do any erection,
building, construction, repair, maintenance or related work must comply with the Mississippi
Contractors Act of 1985 by securing a Certificate of Responsibility from the State Board of
Contractors. The Prime Bidder's Certificate Number must be placed on the outside of the
sealed envelope or the bid will not be opened. Subcontractors requiring a Certificate of
Responsibility must be listed, including their Certificate of Responsibility Number, on the SubContractor List with the Bid.

J. Out of State Contractors/Bidders must include a copy of their State’s Bid Preference Law with
their bid.
