Summary

NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for Land Value Appraisals for APN: 439-0070-006-01 & APN 439-0070-006-02 25-057 . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Engineering , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 4:00 pm on Wednesday, June 18, 2025 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.

Background

City of Hayward (City) invites proposals from qualified professionals with experience in land value appraisals for the following two city owned parcels:

  • Parcel 1: APN 439-0070-006-01 (3788 Depot Road), 0.73 acres, Zoning: General Industrial
  • Parcel 2: APN 439-0070-006-02, 0.24 acres, Zoning: General Industrial

Parcel 1 is at the south-east corner of Depot Road/Whitesell Street intersection. It is the current site of the Hayward Navigation Center (HNC), a city program which provides outreach services, short-term housing, case management, and housing navigation services to unhoused individuals in the City of Hayward. This site has three dormitory-style modular units, each housing approximately 20 individuals in a congregate (shared) setting. Additional modular units provide for laundry, bathroom, office, and community spaces. The city will remove the prefabricated modular units when the property is sold but will leave in place the current water and sewer services, paving and other improvements. The street frontages along Depot Road and Whitesell Street are improved with curb, gutter and sidewalks. The property has vehicular access from an existing driveway on Depot Road. Vehicular access from Whitesell Street is currently not available. A portion of this property, along Depot Road has an easement for PG&E Company’s electrical transmission main and another easement for underground sanitary sewer main. The easement areas can be used with certain limitations for lawns, open space, vehicle parking etc.

Parcel 2 is located across Whitesell Street from Parcel 1, near the southwest corner of Depot Road and Whitesell Street, and is currently undeveloped. The average approximate width of this parcel is only 31 feet and hence can be commercially used for a merger with an adjoining parcel, vehicle parking or similar other use. This parcel has fully improved street frontages.
