The City of New Smyrna Beach (herein after, “City”) has issued this Request for Proposals (hereinafter, “RFP”) for Land Lease for New Smyrna Beach Municipal Airport ("EVB") . This solicitation shall be in accordance with Florida Statutes and must comply with Florida Statute 163.380(3)(a) as the subject properties are located within a Community Redevelopment Area (CRA), information is provided in the Attachment Section of this document.
The purpose of the RFP is to solicit competitive sealed proposals from qualified parties to finance, build, manage and operate facilities for aeronautical and/or non-aeronautical use including aircraft hangars, and/or industrial and manufacturing facilities. Non-aeronautical use facilities shall be constructed on approved vacant parcels and provide long-term land leases for various industrial and/or manufacturing services. Aeronautical use facilities shall be for aircraft hangars that require airfield access during business and or individual functions. According to the FAA, aeronautical use is defined as all activity that involves, makes possible, is required for the safety of, or is otherwise directly related to, the operation of aircraft. The hangars shall be constructed on approved vacant parcels and provide long-term land leases for the following services, but not limited to:
As is more fully explained in this solicitation, an award, if made, shall be made to the best overall proposer(s) whose proposal is most advantageous to the City and Airport, taking into consideration the evaluation factors set forth herein.
City of New Smyrna Beach: The city serves an area of 41.6 square miles in size and serves a population of approximately 32,400. It is located off Florida’s East Coast, in the County of Volusia, just north of Cape Canaveral with easy access to both Interstate 95 and Interstate 4. From New Smyrna Beach, it is just 50 miles to Orlando; 50 miles to Kennedy Space Center / Port Canaveral and 100 miles to Jacksonville.
The city was incorporated in 1887 by the adoption of its first charter, which was replaced through Chapter 224.08, Special Acts of Florida, 1943, and subsequently amended, with the most recent update taking effect January 1, 2021.
The legislative branch of the city is composed of an elected five-member City Commission consisting of the mayor and four commissioners. The City Commission is governed by the City Charter and by state and local laws and regulations. The City Commission is responsible for the establishment and adoption of policy. The execution of such policy is the responsibility of the Commission-appointed City Manager who then appoints and oversees the various department of the City including public works, fire, police, airport, etc.
