1.301 Question #1: Please confirm the General Contractor requirement at your earliest convenience.

Response:

The Owner prefers a General Contractors license for trade coordination.

However, if a licensed roofing contract may submit a bid as long as the

insurance and bonding capabilities are met in addition, a licensed electrical

contractor, Mechanical and Plumbing Contractor must be listed on the bid. If

this is not provided, the bid will be disallowed.

1.302 Question #2: Could you tell me approximately how big the project is? How many squares and is it

a full roof tear-off and replacement?

Response:

147,000 Sq Ft, not a complete tear-off but a KEE overlay with added insulation

and coverboard.

1.303 Question #3: Can Duro-Last 60-mil PVC Roofing Membrane be substituted roofing membrane?

Response: No, the Owner prefers a KEE Roofing Membrane system.

1.304 Question #4: If the manufacturer approves, can the insulation be placed in one layer of 2” ISO?

Response:

Yes, the basis of design manufacturer could only provide 1” thick insulation.

The target R-value is R-11.4 to R-13 and that can be achieved by one layer of

2” Poly-iso.

1.305 Question #5: Is the insulation to be adhered to the existing roof or mechanically attached?

Response: Fully adhered with low VOC adhesive, full coverage.

1.306 Question #6: Is the PVC membrane to be adhered or mechanically attached?

Response:

Fully adhered with low VOC adhesive, full coverage of both coverboard and

membrane.

1.307 Question #7: Are we to replace the drain hub or install a retrofit drain?

Response: Leave existing drain hub and install a retrofit drain.

1.308 Question #8: Would like to know if GAF Products could be made acceptable for this application?

Response: Please submit the roofing membrane cut sheet information for our review.

1.309 Question 9: When will we be able to take a site tour of the roof?

Response:

The first site tour will be scheduled for Augusta 10, 2026 @ 1:30 PM sharp.

We will meet at the Performing Arts Center (where the pre-bid was held)

DISCUSSION

A. Reviewed Agenda in detail (See attached Agenda)

1. Rob Mauldin and Chris Lehi, 2KM Architects, were introduced as A/E Team.

COMMENT

2. Chris Lehi, 2KM Architects, made introductions for Columbia County School

District (CCSD).

a. Tim Beatty – CCSD Chief Facilities Officer.

3. All parties signed in.

4. Architect of Record: 2KM Architects, Inc., Robert Mauldin, Principal Architect.

5. C. Lehi outlined the building scope of work:

a. Roof:

1) Overlay existing low-slope roof with insulation, ½” recover board & new

KEE membrane roof. 147,000 Sq. Ft.

2) Reflash base of penthouse & parapets to roof transition.

3) Add splash-blocks at downspouts at upper roof gutters/downspouts with

slip-sheet.

4) Replace existing gutters and downspouts.

B. Schedule:

1. Bid date August 18, 2026 at 2:00 p.m.

a. Bid Opening to be held at the Columbia County Board of Education,

4781 Hereford Farm Road, Evans, GA 30809.

2. Construction Days: 180 days

3. Contractors to read Bid Requirements very carefully and submit all required

documents per the CCSD Bid Submittal Process.

4. All prior approvals and questions must be submitted prior to the end of the day

Wednesday, August 12, 2026.

C. Jobsite:

1. Work on Site – protect areas of work from access by students.

a. Protect staff, visitors and students from areas of work or hazards.

b. All workers must wear identifiable clothing and have a government issued

Photo I.D on them at all times.

2. Project work will begin upon Notice to Proceed, late August 2026.

D. Site tour was conducted with contractors.

1. Bid Date/Time.

E. Miscellaneous Discussion:

1. Site visits are allowed and must be coordinated with the Architects Office and

Owner.

2. This project has a mandatory Pre-Bid meeting, contractors on site are the only ones

that may bid the project.

3. Work hours will be determined once project gets under way with input from owner,

facility and contractor. School hours are 7:30 AM – 2:30 PM but due to project

location, should not interfere with work.
