Summary

This project includes reconductoring existing three-phase lines with 4/0 ACSR, installing a capacitor, and performing associated NESC Grade B construction, including heavy and light district loading on all structures. The scope also covers remediation of electrical infrastructure at a lake crossing in accordance with Texas HB4150. The Contractor is responsible for safe installation, inspection of poles and hardware, verification of materials, and compliance with all applicable safety and utility regulations.



Background

Texas House Bill 4150, also known as the William Thomas Heath Power Line Safety Act, was enacted by the 86th Texas Legislature and became effective on September 1, 2019. The law was passed to enhance safety and inspection requirements for electric utilities, municipally‑owned utilities, and electric cooperatives that own or operate overhead transmission and distribution lines. Its intent is to reduce risks associated with electrical infrastructure by strengthening construction practices and reporting obligations, particularly where those lines cross lakes and public water bodies.
