1.0 INTRODUCTION
The Lake County Regional Housing Trust Fund is inviting proposals from qualified firms for
construction of affordable housing projects to quickly expand options of single family home
units through the Homeownership Opportunity Program in Lake County.
The Lake County Regional Housing Trust Fund is inviting qualified housing developers to
apply for up to $1,250,000 of Lake County Regional Housing Trust Fund (LCRHTF) funds
Homeownership Opportunity Program. Applications may be finalized contingent upon Lake
County Regional Housing Trust Fund’s successful application for additional funds.
This Notice of Funding Opportunity (NOFO) will result in one award to the top ranked firm(s).
This NOFO includes a description of the minimum threshold application elements, proposal
requirements, and instructions for submitting your proposal.

In the event that it becomes necessary to revise any part of this NOFO, written addenda will
be issued. Any amendment to this NOFO is valid only if in writing and issued by the Lake
County Regional Housing Trust Fund.
To receive addenda and information regarding this solicitation, proposer must register online
at https://www.lakecountyca.gov/Bids.aspx. Proposers are cautioned to ensure all required
elements are included, and the proposal is submitted in accordance with the requirements
herein. Written questions must be addressed to Lisa Judd, LCRHTF Administrator, and
submitted to lcrhtf@lakecountyca.gov not later than July 20, 2026, by 5pm. Questions will be
answered and uploaded as an addendum to the website listed above by July 21, 2026, at
5pm. Proposers may only contact the LCRHTF Administrator; no questions will be answered
by any other representative of LCRHTF or the County of Lake.
It is the proposer’s sole responsibility to monitor this website for possible addenda to
this NOFO. Failure of proposer to retrieve addenda from this site shall not relieve him/her of
the requirements contained therein. Additionally, failure of proposer to return signed addenda,
when required, may be cause for rejection of their proposal.
2.0 TENTATIVE SCHEDULE
The following represents the tentative schedule for this NOFO. Any change in the scheduled
dates for the Pre-Proposal Conference, Deadline for Final Questions, Proposal Submission
Deadline, or Interviews will be advertised in the form of an addendum to this NOFO. The
schedule for other milestone dates may be adjusted without notice.

Interested firms will have an opportunity to submit questions regarding the requirements
outlined in this NOFO. While attendance is not mandatory, interested proposers are highly
encouraged to attend. To make the meeting more effective for all participants, attendees
should read this document thoroughly prior to the meeting.
Substantial clarifications or changes required as a result of the meeting will be issued in the
form of a written addendum to the NOFO.
4.0 BACKGROUND
On behalf of the Lake County Regional Housing Trust Fund (LCRHTF), comprised of the
County of Lake, City of Lakeport, and the City of Clearlake, the Lake County Regional
Housing Trust Fund (LCRHTF) is pleased to announce funds for the development of the
Homeownership Opportunity Program to provide additional single family homes in Lake
County.
The LCRHTF wishes to make an impact in Lake County by quickly expanding housing options
and invites qualified housing developers to apply for up to $1,250,000.00 of LCRHTF funds for
delivery of housing units for Lake County residents earning up to 80% AMI. The funds will
provide a maximum subsidy of $125,000.00 subsidy per unit and should include a shared
equity formula. The Homeownership Opportunity Program will have deed-restricted units that
are made affordable to households with low to moderate incomes with use and resale
restrictions specified in a covenant that is attached to the property’s deed.
The covenant shall require that:
1) The owner uses the property as their primary residence;
2) Agrees to resell the property to an income-eligible buyer at the below-market, formula
determined price;
3) The covenant can also grant a first purchase right to a nonprofit or public agency; and
4) These covenants will bind both the present owner and future owners of the affordable
unit for a term of 30 years.
Below is a brief description of the minimum threshold elements for a successful LCRHTF
NOFO 27-0001 funding application that should be expanded upon by the applicant with proof
of satisfying each element at the time of application:

5.0 MINIMUM THRESHOLD APPLICATION ELEMENTS
5.1. Adhere to all funding requirements as determined by the funding source when
applicable. The primary funding source for the Homeownership Opportunity Program is
American Rescue Plan Act (ARPA) funds.
5.2. Project is located within the boundary of Lake County, California.
5.3. The ideally qualified project would, at the time of application, have a clear path to
securing all required planning and entitlement requirements by the local authorizing
jurisdiction where the project is located (i.e., project can be shovel-ready November 30,
2026).
5.4. Project can, at the time of application, show proof or plausible assurance that project
construction financing will be secured by November, 30 2026 and the LCRHTF will be
invoiced for the full amount of funding at least 2 weeks prior to that date.
5.5. Project can, at the time of application, provide units breakdown in their project including
the number of units, size of units, and Annual Medium Income (AMI) thresholds.
5.6. Project can, at the time of application, provide sources and uses documents for the
project, indicating financial need equal to amount requested, or otherwise demonstrate
there is a funding gap in project financing.
5.7. Project can, at the time of application, provide proof or plausible assurance the
construction of the project will begin by November 30, 2026 including an initial
construction timeline.
5.8. The project can, at the time of application, prove in their application there is a guarantee
of affordability protection in their project for a period of 30-years beyond the completion
of construction.
5.9. Development partners can demonstrate expertise in prior affordable housing projects
and ideally demonstrate experience with previous shared equity housing programs
through providing a resume of similar past affordable housing construction and/or
development experience
5.10. Provide a comprehensive construction cost estimate based on the locally approved
construction design.
5.11.
Provide a detailed description of the qualification process to demonstrate how the
project will determine whether an applicant is qualified for this program and what
documentation will be required of the applicant. A clear description of roles and
responsibilities of each entity must be addressed.
5.12. Provide a plan for the following scenarios:
1) Owner remains in unit and repays mortgage principal and interest over time.
2) Owner remains in unit but elects to pay off outstanding balance of the loan.
3) Owner does not sell but moves out and fails to occupy as the principal residence
during the affordability period of 30 years.
4) Owner voluntarily sells during the affordability period.
5) Unit is foreclosed and sold to another owner.
5.13. Provide a plan for stewardship to ensure enforcement and define responsibility for
monitoring the units over the 30-year affordability period.
5.14 Provide a marketing plan to announce, introduce and educate this program to the
community.
