This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with FAR 12.603 and using Simplified Acquisition Procedures under FAR Part 13. This announcement constitutes the only solicitation; a written solicitation will not be issued.

1. Solicitation Overview
The Department of Veterans Affairs, Network Contracting Office (NCO 07), is seeking quotes from SDVOSB certified vendors authorized by Tecniplast USA to provide rodent caging and associated components listed in the CLIN structure below. Vendors must supply genuine OEM Tecniplast products and must include proof of OEM authorization with the quote.
This procurement is posted as a competitive SDVOSB set aside following a vendor response to a previously posted Notice of Intent to Sole Source.

2. Requirement Description
The VA requires Tecniplast compatible cage bodies, lids, tops, wheels, adapters, and air handling units to support animal housing operations at (insert VA facility). All components must be compatible with existing Tecniplast IVC systems.
All items must be:
OEM manufactured by Tecniplast USA
Brand name only (no substitutes)
New, unused, unopened
Covered under manufacturer warranty

3. Schedule of Supplies/CLIN Structure
The following Contract Line Item Numbers (CLINs) represent the required supplies. Pricing must not appear in vendor quotes in this section; vendors will enter pricing separately in their quote package.

4. Submission Requirements
All SDVOSB vendors must submit:
Completed quote including CLIN unit pricing
OEM Authorization Letter from Tecniplast USA
SDVOSB certification (VetCert)
UEI Number and active SAM.gov registration
Delivery lead time & acknowledgement of FOB Destination

Failure to provide OEM authorization will result in rejection.

6. Evaluation Criteria
Award will be made to the Lowest Priced Technically Acceptable SDVOSB vendor that:
Provides valid OEM authorization
Meets all technical specifications
Provides all items in CLIN structure
Demonstrates ability to meet delivery requirements
Evaluation will be conducted using FAR 13.106 2(b).
