1.0 Overview and Purpose
The Ohio Attorney General’s Office (“AGO”) is seeking quote submissions in response to this Request for
Quotations (RFQ) to secure goods or services as defined below.
Ohio Attorney General Dave Yost is an elected official who is the Chief Law Officer for the State of Ohio and
its agencies, boards and commissions, pursuant to Ohio Revised Code Chapter 1091. The office consists of
about 1,600 employees in nearly 40 distinct sections that advocate for consumers and victims of crime,
assist the criminal justice community, provide legal counsel for state offices and agencies, and enforce
certain state laws.
The AGO Bureau of Criminal Investigation (“BCI”) Laboratory seeks a qualified vendor to provide annual
balance calibration for 83 pieces of balance equipment across all three (3) BCI laboratory sites. Compliance
with accreditation standards requires that this equipment be calibrated annually.
Equipment is located at three (3) BCI Labs sites in Ohio:
• Bowling Green Lab at 750 N College Drive, Bowling Green, Ohio 43402
• Richfield Lab at 4055 Highlander Parkway, Richfield, Ohio 44286
• London Lab at 1560 State Route 56 Southwest; London, Ohio 43140
Responders to this RFQ are referred to herein as “bidders,” “offerors,” “supplier,” or “vendors” and these
references may be used interchangeably throughout this RFQ and have the same meaning.
2.0 Scope of Work
The vendor shall provide preventive maintenance and calibration services for laboratory balances and
moisture analyzers to ensure compliance with accreditation standards and optimal equipment performance.
Services shall include:
Preventive Maintenance

• Inspect equipment for signs of wear and damage (e.g., cracks, dents, loose screws).
• Clean external and internal components to remove dirt, dust, and debris.
• Replace worn or damaged parts if spares are available onsite.
• Perform functional and operational testing.
• Provide a detailed maintenance report of all activities performed.
• Offer proactive recommendations for maintaining or improving system performance.
Calibration Services
• Perform calibration, performance verification, and adjustment using certified calibration weights and
test samples.
• Provide “uncertainty in use” formula for accuracy determination across the full measurement range.
• Issue calibration certificates including:
o Repeatability
o Eccentricity
o Error of indication
o Measurement uncertainty (expressed as a linearized uncertainty equation)
Compliance Requirements
• ISO 17025 Accreditation for Calibration of Balances covering the specified range.
• ANSI/NCSL Z540-1 Accreditation.
Moisture Analyzer Requirements
• Conduct temperature tests using an accredited calibration kit.
• Provide a certificate for temperature calibration.
• Make necessary temperature adjustments.
The equipment listed below shall receive maintenance at levels that meet or exceed the following
descriptions. Vendor must meet specific certifications and end user needs.
BCI currently receives maintenance levels in the chart below. BCI requests the same or better levels of
service in the specifications below to keep laboratory equipment operable with planned preventive
maintenance, proactive instrument monitoring, and prompt response should equipment require repair.
BCI expects one annual planned maintenance visit, and completion of remedial repairs. The planned
maintenance will ensure the equipment is functioning optimally. Vendors shall directly perform these
services, without using a subcontractor.
