RFP No. 2025-0131-ATT/APS
Santa Fe County requests proposals from qualified vendors or firms to provide consulting services
for labor and employee relations. All proposals submitted shall be valid for ninety (90) days subject
to action by the County. Santa Fe County reserves the right to reject any and all proposals in part or
in whole. A completed proposal shall be submitted in a sealed container indicating the proposal title
and number along with the Offeror's name and address clearly marked on the outside of the
container. All proposals must be received by 2:00PM on Thursday, November 21, 2024 at the
Santa Fe County Purchasing Division, 102 Grant Avenue, (First Floor), Santa Fe, NM 87501.
The submission of Proposals will also be accepted electronically utilizing a DropBox. Please utilize

By submitting a proposal for the requested services each Offeror is certifying that it is a qualified
firm and its proposal complies with the requirements stated within the Request for Proposals.

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
The Santa Fe County Attorney’s Office seeks competitive proposals from qualified, licensed
New Mexico attorney Offerors to provide legal service and consulting services as they relate
to labor and employee relations at Santa Fe County.
B. SCOPE OF WORK
The scope of work includes but not limited to the following:
1. Advise, draft and negotiate Collective Bargaining Agreements, Memoranda of
Understanding and workplace policies.
2. Perform research relevant to labor relations matters.
3. Assist and advise on communications and negotiations pertaining to labor relations.
4. Offer advise regarding labor relations matters.
5. Provide legal representation of the County in labor and employment related
proceedings, including but not limited to arbitration, administrative and court
proceedings.
6. Provide training regarding labor and employee relations.
7. Perform other duties and responsibilities pertaining to employment and labor
relations matters as authorized by the County Attorney.
C. INSURANCE REQUIREMENTS
The insurance required by Offeror are listed below.
1. General Conditions. Contractor shall submit evidence of insurance as is required
herein. Policies of insurance shall be written by companies authorized to write such
insurance in New Mexico.
2. General Liability Insurance, Including Automobile. Contractor shall procure and
maintain during the life of this Agreement a comprehensive general liability and
automobile insurance policy with liability limits in amounts not less than $1,000,000
combined single limits of liability for bodily injury, including death, and property
damage for any one occurrence. Said policies of insurance shall include coverage
for all operations performed for County by Contractor; coverage for the use of all
owned, non-owned, hired automobiles, vehicles and other equipment, both on and
