CEO & EXECUTIVE DIRECTOR
1 REV: 07-14-2026
BACKGROUND:
Massport is committed to a comprehensive Resilience Program that proactively addresses the risks
associated with coastal flooding, storm surge, and extreme precipitation to protect critical infrastructure
and ensure operational continuity. Extensive stormwater modeling has been completed at Logan
International Airport, identifying critical infrastructure vulnerabilities and adaptation needs. While all
critical buildings are now protected from flooding risks, improvements to the airport's drainage
infrastructure and buildings at the West and North Outfalls will be addressed through this project.
The West and North Outfalls are critical components of Logan Airport's stormwater management system,
as the airport's ability to recover from severe weather events is closely tied to the performance of its
drainage infrastructure. Both outfall systems are vulnerable to sea level rise and require upgrades to
improve resilience and operational performance during extreme precipitation events and while the tide
gates are closed. Each outfall site includes a bar screen building, oil skimmer, oil/water separator, tide-
control gate, and related drainage components. See the detailed description of the work at each outfall
below.
Figure 1 - West Outfall Figure 2 - North Outfall
WEST OUTFALL
The West Outfall is Massport's largest stormwater outfall and is located at the southwestern corner of
Logan International Airport (Figure 1). The outfall serves approximately 473 acres of airport property.
The project includes construction of a new pump station building designed to accommodate four 200-
MGD pumps. Two pumps will be installed as part of this project, with the remaining two pumps planned
for a future phase. The facility will be powered by a generator, and an underground duct bank sized to
accommodate two generators will be constructed. One generator will be installed under this project, while
the second will be installed as part of a future phase.
Additional project elements include a new bypass tunnel structure, a new grinder pump, an oil/water
separator pump, flood protection improvements at the existing bar screen building, replacement of the bar
screen in the bar screen building, and a new SCADA system integrated with the Logan Building
Management System.
The selected consultant will advance the project through permitting and final design. Responsibilities will
include preparing all design and bid documents required for public bidding under Massachusetts General
2 REV: 07-14-2026
Laws Chapter 149, as well as providing Construction Administration and Resident Engineering services
during construction. In addition, the consultant will participate in coordinate with the Federal Aviation
Administration (FAA) and other regulatory agencies throughout the design and construction phases of the
project.
North Outfall
Located on the northern side of Logan Airport, the North Outfall and its interceptor drain system were
originally constructed to facilitate land reclamation within a former tidal flat area of Boston Harbor
(Figure 2 above). This project will upgrade the North Outfall operational facilities, including the bar
screen building, oil skimmer, manhole pump station, and oil-water separator. These systems were
originally installed in 1989 and upgraded in 2002 and are now approaching the end of their useful service
life. The project will design and construct a new pump station building that will house four 25-mgd
stormwater axial-flow pumps, with space allocated for three additional pumps to accommodate future
capacity needs. Upon commissioning, the station will operate with three duty pumps and one standby
pump. The building will be constructed over a 1.3-million-gallon wet well storage facility. The project
also includes flood protection improvements for the existing bar screen building and skimmer box. A new
discharge structure with riprap energy dissipation measures will be constructed as part of the North
Outfall improvements. The facility will be powered by two new emergency generators and will include a
new SCADA system integrated with the Logan Airport Building Management System.
The consultant will be responsible for preparing the final design and bidding documents for public
procurement in accordance with Massachusetts General Laws chapter 149. Construction administration
and resident engineering services will also be included in the scope of work. In addition, the consultant
will participate in coordinate with the Federal Aviation Administration (FAA) and other regulatory
agencies throughout the design and construction phases of the project.
SCOPE OF WORK:
The Authority is seeking qualified multidiscipline consulting firm or team, with proven experience to

closely with the Authority and other interested parties in order to provide such services in a timely and
effective manner.
The consultant shall demonstrate experience in several disciplines including but not limited to Architectural
(PRIME), Civil, Structural Mechanical, Electrical, Fire Protection, Fire Alarm, IT/Communications, Security,

Permitting, Aviation Planning, Code Compliance, Cost Estimating, Construction Phasing, Hydraulic Modeling,
Climate Resiliency and Sustainable Design.
The scope of work shall include, but not be limited to, the following:
1. Existing Conditions Review: Assess the existing conditions of each outfall, including site
constraints, infrastructure, and operational considerations.
2. Permitting Support: Evaluate design concepts and associated permitting requirements and
implications. Prepare a permitting memorandum and participate in permitting discussions with
regulatory agencies and other public entities.
3. Utilities/Waterfront Engineering: Refine design concepts in close coordination with the
Authority's Aviation Facilities Department, Massport Utilities, and the Senior Resiliency Manager.
3 REV: 07-14-2026
4. Sustainable Design, Resiliency, Net-Zero, and Nature-Based Solutions: The Authority places a
high value on sustainable design, resiliency, nature-based solutions, and the achievement of net-
zero emissions. The Consultant shall incorporate innovative and practical approaches to reducing
carbon emissions, improving air quality, enhancing climate resilience, supporting permitting
objectives, and advancing the overall sustainability of the project.
5. Code Compliance: Conduct a comprehensive code review of existing conditions and develop a
detailed strategy to ensure compliance with all applicable codes and regulations.
6. Final Design and Bid Documents: The Consultant shall work closely with the Massport Senior
Resiliency Manager to coordinate the design effort with project stakeholders. The Consultant shall
prepare design submissions demonstrating the progression of work at milestones established by the
Authority. Coordination of site surveys and the integration of survey data into the construction
documents will be critical. BIM/VDC models shall serve as the basis of design.
7. Aviation Planning: Both outfalls are located adjacent to active runway safety areas. The
Consultant shall demonstrate an understanding of applicable Federal Aviation Administration
(FAA) requirements and incorporate them into the design and construction planning process.
8. Constructability and Phasing: The project shall be planned and designed to ensure
constructability while maintaining ongoing outfall operations. The Consultant shall develop and
incorporate appropriate phasing strategies to support the Authority's requirement for continuous
access within and around the project area. The Consultant shall demonstrate expertise in
construction phasing and Lean Design and Construction methodologies and shall prepare detailed
project schedules identifying overall project duration, critical milestones, and activity-specific
durations. Schedules shall provide sufficient detail to inform the Authority and stakeholders of
anticipated operational impacts and site restrictions.
9. Bid Phase Services: The Consultant shall provide services related to Design-Bid-Build
procurement, including, but not limited to, responding to bidder inquiries, participating in pre-bid
meetings, preparing addenda as required, and evaluating bid results against the Engineer's
Estimate.
