LEGAL NOTICE
REQUEST FOR QUALIFICATIONS
The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA
CONTRACT NO. L1973 - CENTRAL GARAGE OPTIMIZATION The Authority is seeking a qualified
multidiscipline consulting firm or team, with proven experience to provide professional services including
planning, design, construction related services, including resident inspection relative to (1.) Central and West
Garage Operational Improvements and (2.) Structural Engineering Services associated with structural
rehabilitation of the Central and West Garages at Logan International Airport. The Consultant must be able to
work closely with the Authority and other interested parties in order to provide such services in a timely and
effective manner.
The consultant shall demonstrate experience in several disciplines including but not limited to Architectural
(prime), Structural, Electrical, Plumbing, Geotechnical, Code Compliance, Cost Estimating, Construction
Phasing, Climate Resiliency and Sustainable Design.
The contract will be work order based, and that Consultant's fee for each work order shall be negotiated;
however, the total fee for the contract shall not exceed $15,000,000.
A Supplemental Information Package will be available, on April 29, 2026 at 9:00 AM on the Capital Bid

Background
The Central Garage is one of two
structures, together with the West
Garage, that comprise the Airport
Central Parking Facility. The main
vehicular entrance to the Central
Garage is through Level 1 of the West
Garage. The precast concrete Central
Garage structure consists of eight levels,
which are labeled G, 1, 2, 3, 4, 5, 6 and
7. The Central Garage is connected to
the West Garage by nine bridges, two
bridges on Levels 3 and 4, and one
bridge on each of Levels 1, 2, 5, 6 and
7. Vehicles may leave the Central
Garage by crossing any bridge to the
West Garage (although garage signage
directs vehicles to the Central Garage's
Level 2 to exit). Vehicles within the West Garage may use a helical ramp at Level 2 to exit. All structures
associated with fee collection for the West and Central Garages are located within the West Garage.
The Central Garage has a parking capacity of approximately 7,000 cars that is open to the public 24 hours
per day, seven days per week. Additionally, there is an entrance accessible to the public for parking
purposes via the Arrivals roadway opposite Terminal C, as well as one entering the Central Garage on its
north face. The vertical clearance of the Central Garage is designated as 6'-10".
The Ground Level has served as a rideshare pickup/drop-off since October of 2019. As part of Massport's
TNC (Transportation Network Companies) initiatives, further modifications to the garage have since been
made to increase flow through the Ground Level with several additional points of access/egress opened in
the facade.
History
The original Central Garage was constructed in
1966 and included a ground level, an
intermediate level and a roof level. In 1969 two
additional deck levels were added to the original
garage, Level 4 and Level 5, with Level 5
becoming the new roof. During the early years
of the Central Garage, all ticket dispensing and
toll collection took place outside the garage at
the main entrance west of the garage. In 1970
the construction of the Air Traffic Control
(ATC) Tower was completed and a portion of
the garage was removed. In the center east face
of the garage a 200 foot wide and 65-foot-
deep section of the Central Garage was
removed for the placement and construction of
the ATC Tower. Later the area between the

tower and the garage was enclosed by
a Level 3 deck and intermediate level
concrete beams on the first and second
level. In 1998, the Central Garage toll
plaza was removed and replaced with
a seven level West Garage. At this
time the Central Garage's five parking
levels were re-named to match the
parking levels in the West Garage.
The Central Garage's lowest level was
designated Level G, the next level was
renamed Level 1 with Level 4
becoming the new roof level.
In 2007, a vertical expansion project
for the Central Garage was
completed. This expansion included three additional parking deck levels constructed on top of the
existing Central Garage, a new exterior facade, new elevators, new stairwells, the replacement of the 1966
Double-Tee beams on the two lowest parking decks, improved signage and graphics, and improved
pedestrian circulation with all pedestrian transfers at Level 4. The effort to add three decks on top of the
existing Central Garage required internal and external columns to be placed in and around the existing
Central Garage. The new exterior columns were the framework for the new facade and allowed closure
panels/decks to be installed to the existing lower decks. The new internal columns are supported on
piles and pass through holes in the existing parking levels to support the new decks above. The difference
in deck elevations for the existing parking levels is approximately 10 feet and the three additional decks
have a difference in elevation of 12 feet from level to level. The northeast and southeast stairwells have
three elevators, a lobby on each floor and a Level 4 pedestrian connection via bridges to Terminals A, B
and C.
Construction
The layout of the Central Garage is
rectangular, approximately 750 feet by 500
feet, with its major axis running north-south.
The Central Garage building grid/column lines
are numbered from north to south as 1 through
30 and are labeled alphabetically from east to
west as A through J. The structure's original
columns are generally located on the whole
number gridlines and the upper-level addition
columns are located at intermediate gridlines.
For Levels 1, 2, 5, 6, and 7, the parking structure
is supported by a network of Inverted-Tee
conventionally reinforced concrete girders and
Double-Tee prestressed concrete beams. The
main girders/Inverted-Tees run north and south along the alphabetized column lines of the garage. The
Double-Tee beams run east to west and are supported on the main girders with the stem of the Double-
Tee cast with a dapped end where they bear on the main girder. The support girders on deck Levels 3
and 4, which consist of the original girders installed in 1969, are segmented girders consisting of a top

flange and two rectangular concrete stems
linked by concrete diaphragms opposite
haunches that extend beyond the outside of the
girder to act as bearing seats for the Double-Tee
beams.
The garage facade, constructed after 2007, has
closure panels that linked the older decks with
the outer facade. In the upper levels
constructed after 2007, the decks extend
directly to the spandrel beams of the new
facade. On the spandrel beams there are
haunches that provide support for the Double-
Tee beam against the facade.
In the center of the structure, there are ramps
that provide vehicular access from level to level. There are two ramps on each level providing a counter-
clockwise circulation for vehicles to move up and a clockwise circulation to move down a level. From
Level G to Level 3, the ramps have a slope of approximately 5.5% and a width of 12 feet between their
parapet walls. From Level 4 to the roof, the ramps have a slope of approximately 6.6% and a width of 16'
3" between their parapet walls. The ramp vertical clearances for Level G to Level 3 are 7'-3" and for Level
4 to Level 7 are 8'-6".
Expansion joints in the deck are configured differently at each level. Levels 1 and 2 have expansion joints
on Column Lines 5, 9, 13, 15.5, 18, 22 and 26. Level 3 has expansion joints on Column Lines 5, 9, 13,
15.5, 18, 22, 26, E and G. Level 4 has expansion joints on Column Lines 5, 9, 13, 15.5, 18, 22, 26, C, E
and G. Levels 5 and 6 have expansion joints on Column Line 15.5. Level 7 has expansion joints on
Column Lines 7.5, 15.5, 23.5, and E.
The Central Garage has a stairwell and an elevator at each quadrant of the parking levels. The northwest
and southwest quadrants of the garage each contain a single elevator and a stairwell. The northeast and
southeast stairwells each contain multiple elevators and are connected to adjoining pedestrian bridges
connecting to Terminals A, B and C at Level 4.
Condition Assessment and Recent Repair Work
A structural condition assessment of the Central Garage was
completed in 2024. Recommendations from that report ranged from:
* Rehabilitation of the drainage system for the garage.
* Rehabilitation of many of the structural elements of the
garage, including:
Repairs to girders;
o
Repairs to columns;
o
Repairs to beams;
o
Repairs to decks (in particular, the decks on Levels
o
3 and 4);
Repairs to expansion joints;
o

Repairs to interior frames and ramp structures;
o
Repairs to exterior spandrels and garage facade;
o
Repairs to stairwells;
o
Repairs to overhead lights and exit signs; and
o
Repairs to overhead signs.
o
* Removal of sources of infiltration of water into the structure.
Several of the more imminent recommendations were addressed during a 2025 project at the Central
Garage. The purpose of this project is to undertake a more comprehensive approach and address the
remaining repair recommendations in the Central Garage. Some improvements in the West Garage may
also be included in the scope of work of the selected consulting team for this contract, subject to the
discretion of the Authority.
SCOPE OF WORK:
The Authority is seeking qualified multidiscipline
consulting firm or team, with proven experience to
provide professional services including planning,
design, construction related services, including resident
inspection relative to (1.) Central and West Garage
Operational Improvements and (2.) Structural Engineering
Services associated with structural rehabilitation of the
Central and West Garages at Logan International Airport.

able to work closely with the Authority and other
interested parties in order to provide such services in a
timely and effective manner.
The consultant shall demonstrate experience in
several disciplines including but not limited to
Architectural (prime), Structural, Electrical,
Plumbing, Geotechnical, Code Compliance, Cost
Estimating, Construction Phasing, Climate
Resiliency and Sustainable Design.
The Authority's general expectations of the
consultant is having prior experience on similar
projects including experience in assessing the
existing conditions; developing and preparing
design concepts; design, development and
preparation of construction documents and
specifications; preparing and working with a BIM
model; preparing cost estimates; coordination of
permitting applications and the permitting process; providing construction support services; field
inspections and resident engineering services during construction to ensure contractor's compliance;
construction phasing to ensure that (1) The maximum amount of revenue generating parking spots are
available at all times and (2) Wayfinding signage replacement sequence is planned to maintain clear and

intuitive guidance for all customers traveling through the garages; development of a regularly recurring
maintenance schedule for the garage facility; and closeout of the construction contract.
It is anticipated that activities under this contract will include:
OPERATIONAL IMPROVEMENTS SERVICES:
Central and West Garage Signage Modernization
The Authority has developed new wayfinding sign standards that will be utilized as basis of design for
complete replacement of the existing wayfinding signage that is currently in place throughout the Central
and West Garages.
Parking Revenue System Modernization
Smart Parking Technology options shall be developed, assessed, designed and implemented to replace the
existing Central and West Garage parking revenue systems and infrastructure.
Future Parking Needs Study and Planning
Airport Garage future parking needs shall be studied and plans developed to best accommodate
anticipated modes of transportation including but not limited to autonomous vehicles.
STRUCTURAL ENGINEERING SERVICES:
Proposed Phases of Work shall include:
Investigation and Data Gathering
This task includes review of existing information,
including original construction documents,
historic permits, historic and recent structural
assessment reports, as-builts from previous
construction and structural repair projects, and
other essential records. Existing parking revenue
controls systems and infrastructure shall also be
fully studied and documented. In addition, and as
might be required for enabling, design and
construction, the consulting team will conduct a
more comprehensive inspection of existing
conditions, including but not limited to laser
scanning of critical existing facilities and
construction of associated BIM models. Based on
this investigation and data gathering the team will
produce an Existing Conditions Report documenting findings and information critical to the development
design documents.
Preliminary Design
Preliminary design is anticipated to include preparation of concept designs and concept cost estimates,
which will be formalized into a concept design report. The consulting team will prepare preliminary
designs in BIM for the scope of work, to a suitable design level for permit applications. Preliminary
design shall define proposed Permanent and Temporary wayfinding signage. All proposed wayfinding
signage shall conform to new passenger wayfinding signage standards to be provided by the Authority to
the Consultant as Basis of Design. Additionally, a preliminary design study shall be provided regarding
recommended smart parking modernization and future parking needs to optimize garage utilization for

autonomous vehicles and other anticipated future needs. The team will be expected to prioritize structural
and plumbing infrastructure repairs in accordance with the available budget for the project. The team will
also prepare a phased design schedule and an anticipated construction schedule, and a preliminary cost
estimate for the work. Attention and priority should be given to Massport's sustainable design strategies.
The team will meet with Massport to present its findings.
Final Design
After the preparation of the preliminary
design, this task is anticipated to include
preparation of final construction
documents and BIM models,
specifications, and cost estimates,
including construction plans, technical
specifications, and anticipated construction
schedule, a final constructability review,
cost estimates and construction phasing
plan. Additionally, a final design study
shall be provided regarding recommended
smart parking modernization and future
parking needs to optimize garage
utilization for autonomous vehicles and other anticipated future needs.
Constructability, Phasing and Planning
The construction phase of the project will be
developed to ensure constructability in coordination
with ongoing garage operations. The Consultant will
need to incorporate the necessary phasing elements to
support the Authority' s requirement for maintaining
operations in the vicinity of the project's footprint.
The Consultant shall have expertise in phasing
techniques and in Lean Design & Construction
Methodology in order to provide an overall
construction duration and durations for specific
construction activities. The Consultant shall be
capable of preparing schedules with sufficient detail
to advise the Authority and other Stakeholders of
durations for activities that may result in impacts to
parking space loss, return to service of parking
captures, and production rates that reflect the actual
constraints experienced by the site restrictions. This information will be utilized to identify potential project
milestone completion dates and other long-term operational planning.Cost Management and Estimating
The Consultant will prepare cost estimates for each design submission with appropriate design contingency
included for the level of completion. The prospective consultant(s) shall note that PMWeb is the Authority's
Project Management Information System and all parties associated with the Project will be expected to
make use of it.
Permitting
This task is anticipated to include assisting the selected Contractor in preparing building permits to facilitate
construction.

Trade Partner Procurement Support
The Consultant shall provide services related to Construction Manager-at-Risk procurement as well as
developing trade partner procurement packages. Such procurement will include but is not limited to,
response to bidders' inquiries, participation at the Pre-bid Meeting, and analysis of bid results in comparison
to the Engineer's Estimate.
Construction Phase Services
This task will include attendance at the pre-
construction meeting, review of contractor
submissions, attendance at regularly scheduled
construction meetings including meeting
documentation, site visits to verify work progress and
ongoing activities, resident engineering, review of
change orders, responses to requests for information,
review of payment applications, final site inspections,
and preparation of record drawings and project close-
out information.
The Consultant shall support the Authority with
performance of construction phase duties to maintain
the pace and schedule of the project as well as the
highest quality. The Consultant shall pay special
attention to long lead times and partner with the
Authority and Contractor to seek ways to streamline
the acquisition of materials.
Garage Inspection, Maintenance Plan and
Schedule Development
The Consultant shall develop a detailed schedule of
recommended periodic inspection and maintenance, based on latest industry standards, for precast concrete
parking garage structures, including infrastructure and amenities. The plan shall define all recommended
recurring activities necessary to maintain the parking garage facility in satisfactory condition and to
maximize the expected useful longevity of the facility.
Project Closeout
The Consultant shall perform a thorough reconciliation of all required closeout documents and financial
obligations in order to avoid a protracted closeout phase. The consultant(s) will be required to collect,
package, and submit the conformed record documents upon the final close out of the project.

EVALUATION CRITERIA:
The submission shall be evaluated on the basis of the following equally weighted criteria:
(1) Demonstrate the team's experience and expertise on similar projects of comparable size and
complexity. Particular emphasis should be placed on the qualifications and experience of the

proposed Project Manager. Highlight the experience and technical expertise of major
subconsultants and their assigned staff. Include the proposed percentage allocation for the
Project Manager and major discipline leads. Demonstrate familiarity with Massachusetts
General Laws (MGL), including experience with filed sub-bids, and
(2) Project understanding and proposed technical approach including QA/QC process during
document preparation, cost management and scheduling capabilities, construction oversight,
ability to plan and perform work with minimal disruption to operations, and
(3) Demonstrated experience in integrating
and managing BIM/VDC in the planning,
design and construction. Experience of
utilizing Lean Design & Construction
(Last Planner System(R), Scrum or others
tools) to increase the reliability and
significantly improve projects and teams'
performance, and
(4) Demonstrated project experience in
sustainable and resilient high
performance building and infrastructure
design and construction, including
experience with low, net zero ready or
net zero emissions, water, and waste,
lifecycle analysis including embodied
carbon, and building and infrastructure
sustainability certification schemes
relevant to this proposal. Firms are
encouraged to demonstrate "outside of
the box" thinking for examples of
inclusion of sustainable practices into its
projects, and specify how those practices
may be applied to this project proposal.
Firms must demonstrate the capability to
incorporate design features into any project type that reflects best practices in environmental
stewardship, and
(5) Proposed approach to enhance diversity and inclusion of the proposed team to increase the
pool of consultants working on the Authority's projects. For those MBE/WBE/VBE/
SDVOBE firms proposed, please describe type and/or category of work (i.e. architecture,
structural, Lean, etc.); include the specific roles to be played by MBE/WBE/VBE/SDVOBE,
and the extent to which such MBE/WBE/VBE/SDVOBE involvement is anticipated as of
date of the proposal submission, (% goal)
The Authority recommends that each evaluation criteria is addressed in the response as a separate section.
The selection shall involve a two-step process including the shortlisting of a minimum of three firms based
on an evaluation of the Statements of Qualifications received in response to this solicitation, followed
immediately by a final selection of the consultant by the Authority. The Authority reserves the right to
interview the firms prior to final selection, if deemed appropriate.
