PUMPING STATION, L02 AND FORCE MAIN

Prince William County Service Authority is accepting competitive sealed bids from qualified
Contractors for the KOON’S SEWAGE PUMPING STATION, L28 AND SPINNAKER COURT
SEWAGE PUMPING STATION, L02 AND FORCE MAIN. Sealed Bids will be accepted until
Thursday 02:00 PM EST on April 25, 2024, at Prince William County Service Authority at 4
County Complex Court, Woodbridge, Virginia 22192. Bids must be clearly marked on the outside
of the envelope “Sealed Bid – IFB #: SA-2402, Title: KOON’S SEWAGE PUMPING STATION,
L28 AND SPINNAKER COURT SEWAGE PUMPING STATION, L02 AND FORCE MAIN.
Bids will then be publicly opened and read aloud. Bids received after the specified time will not be
considered.
PROJECT LOCATION:
KOON’S SEWAGE PUMPING STATION, L28:

SPINNAKER COURT SEWAGE PUMPING STATION, L02 AND FORCE MAIN:
2280 Spinnaker Court, Woodbridge, VA 22192
GENERAL DESCRIPTION: Provide all materials, equipment, and labor necessary for the
construction of KOON’S SEWAGE PUMPING STATION, L28 AND SPINNAKER COURT
SEWAGE PUMPING STATION, L02 AND FORCE MAIN. The work includes, but is not limited
to the following:
KOON’S SEWAGE PUMPING STATION, L28
Mobilization: Limited to a maximum of three percent (3%) of the total of all other items
for Koon’s Sewage Pumping Station.
Provide new polymer concrete wet well.
Provide two (2) submersible pumps on guiderails installed in new wet well.
Provide a channel grinder on guiderails installed in new polymer concrete manhole.
Provide new valve vault, with plug valves, check valves, air release valve, fittings,
pressure gauges and transmitters, magnetic flowmeter, pump station bypass, DIP piping,
pipe supports, sump pump, and ladders.
Provide new standby diesel generator on concrete platform.
Provide new precast concrete Pump Control Building on concrete platform.
Provide new heating, ventilation and air conditioning equipment.
Provide activated carbon odor control and valve vault exhaust fan on concrete platform.
Provide new electrical connection, distribution, instrumentation and control equipment.
Demolition of existing pumping station components.
Demolition of one storage sheds and two concrete pads.
Provide new site fencing and gate.
Site work, including pavement of disturbed area, gravity sewer piping and manholes,

existing wet well modification, 2” water connection, yard hydrant, PVC ducts, 8” ductile
iron force main to connect to the existing force main, and other miscellaneous
improvements.
Demobilization and Closeout All work related to demobilization of project site for
Koon’s Sewage Pumping Station and closeout as required by the Contract Documents.
SPINNAKER COURT SEWAGE PUMPING STATION, L02 AND FORCE MAIN
Mobilization: Limited to a maximum of three percent (3%) of the total of all other items
for Spinnaker Court Sewage Pumping Station.
Provide new polymer concrete wet well.

Provide new electrical connection, distribution, instrumentation and control equipment.
Demolition of existing pumping station components.
Provide new site fencing and gate.
Site work, including paved access road, landscaping, grading, clearing and grubbing,
resurfacing and striping of the basketball halfcourt, relocation of the hoop, and other
miscellaneous improvements.
Provide new 6” ductile iron force main to replace existing force main.
Demobilization and Closeout All work related to demobilization of project site for
Spinnaker Court Sewage Pumping Station and closeout as required by the Contract
Documents.
Bidder shall submit each bid and required accompanying documents using the blank form(s)
provided in this Project Manual.
PRE-BID CONFERENCE: A non-mandatory Pre-Bid Conference is scheduled for Thursday
10:00 AM EST, March 14, 2024. The Pre-Bid Conference will be conducted via live stream tool.
The Service Authority will hold a Pre-Bid Conference using MS Teams Meeting. While attendance
is not mandatory, potential Bidders are strongly encouraged to attend. Potential Bidders interested
in attending the Pre-Bid Conference may download the application and join the meeting via the MS
Teams application by audio, video or both. If a Bidder plans to join the Pre-Bid Conference, the
Bidder must inform the Procurement Department at SAProcurement@pwcsa.org with the following
information: vendor name, business address and contact person. The Service Authority will provide
the MS Teams link to requestors only. Upon completion of the meeting, the Service Authority will
post an attendance list on the Service Authority website.
Interested Bidders and Subcontractors are strongly encouraged to attend. Pleas of ignorance of any
conditions existing on the work-site, or difficulties encountered in the execution of the Work, or as
a result of failure to make necessary investigations and examinations, will not be accepted as an

excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set
forth in the Contract Documents.
SITE VISIT: A Non-Mandatory site visit is scheduled for the KOON’S SEWAGE PUMPING
STATION, L28 for Tuesday 09:00 AM (EST), March 19, 2024 and SPINNAKER COURT
SEWAGE PUMPING STATION, L02 AND FORCE MAIN for 11:00 AM (EST), March 19,
2024.
QUESTIONS DEADLINE: Submit questions, in written form only, to Mikyong Rodgers at
SAProcurement@pwcsa.org no later than Tuesday 02:00 PM EST, April 09, 2024. The subject
line of the email should read as follows: “Questions- IFB #: SA-2402, Title: KOON’S SEWAGE
