Kingston Boardwalk Trail - Addendum 3

Q5: What is the preferred laydown area?
A5: The Waccamaw River Park parking lot located along Depot Road can be used for a
materials laydown yard. The City has asked for materials to be contained to the left,
rear portion of the parking lot if possible.
Q6: Please confirm we can use the public boat ramp nearby for water access to the job.
A6: The Conway Marina boat ramp is a public boat ramp available for use during the
project.
Q7: Will the new handrail posts require the same decorative iron emblems as the
existing riverwalk boardwalk on the north side of the Waccamaw River (see attached
photo 1)?
A7: No decorative emblem for the handrail posts are required.
Q8: Can the City provide all the handrail detail drawings and specifications from the
previous north bank riverwalk boardwalk project(s)?
A8: No drawings are available for the previous riverwalk boardwalk, please see the
detail shown on plan sheet C9.
Q9: Can the City provide all the geotechnical data and report(s) from the previous north
bank riverwalk boardwalk project(s)?
A9: No geotechnical data from previous riverwalk boardwalks are available.
Q10: Can the City confirm whether the proposed fixed pier is to be located where the
remaining piles from what looks to be an old railway spur/bridge remain (see
attached photo 2)?
A10: The fixed pier is proposed to be located north of the remaining piles that are visible
from the River and will not be in conflict with the piles.
Q11: Can the city confirm that the brick bulkhead at/near the proposed pier/floating dock
site is not in conflict with the proposed location of the new work (see attached
photo 3)?
A11: The brick bulkhead that is visible opposite the Riverwalk is approximately 200' to the
south west of the proposed permanent dock and floating dock area and will not be
in conflict.
Q12: Can the City confirm that the proposed design requires two Mobilift VX units as
shown in the plans on sheets C4 (Plan View) and C5 (Section A)?
A12: Only one (1) Mobilift VX units is required and included in the project. The plans
depict 2 locations that the single mobile lift can be positioned at depending on the
height of the river.

Q13: Will the contractor be able to block/cone o(cid:431) the westbound lane of Depot road
during the construction of the retaining wall, sidewalk, and the terminus of the
proposed boardwalk?
A13: Yes, as long as appropriate tra(cid:431)ic control measures are provided.
Q14: Does the City of Conway have a specification or a manufacturer of who was used
for aluminum hand rail and cast iron pile cap? I know we are to match existing. The
previous supplier would be helpful. Or is the City of Conway open to similar, but not
exact handrail and cast iron pile cap options?
A14: Wedo not have a specification as the previous portions were design build as
well. We were not involved with who built the previous rails. An exact match is
preferred.
Q15: Are you aware of any live load or freeboard requirements?
A15: Floating dock should match the freeboard of the Riverwalk Floating docks, 20".
Structural design with appropriate live load criteria shall be performed by the
Contractor's structural engineer.
Q16: With the ADA lift and ramp, will toe rail be required around the perimeter of the
dock?
A16: Toe Rail is shown around the high-water position for the manual lift area on the
floating dock's southeastern corner.
Q17: I am concerned by the second lift location. It's at the end of the gangway. The
gangway is 30' long (or 25' - it doesn't really specify which gangway goes where),
plus there's 3' of the transition plate and the gangway will be moving on the dock. It
doesn't seem like enough space. Why have 2 lifts?
A17: There is only one (1) manual lift for the dock. This manual lift can be rolled and
moved easily between the two locations (High water location and Low water
location) shown on the plan. The gangway up to the Manual ADA lift position is a
30' gangway. These two positions and the ramp are so that ADA access can still be
accommodated for a wider range of river levels.
Q18: The drawing shows 4 piles in the corners. I recommend 5 piles and the locations
shown below. You cannot put piles in the corners like that.
A18: Refer to note 14 on plan sheet C4. "Floating dock pile quantities and locations to be
determined by the structural engineer."
Q19: I saw somewhere in the packet that submittals need to be submitted within
something like 15 days. That's just not possible. Our engineering lead time is 6-8
weeks.
A19: The 15 days from the Notice to Proceed is the time period the Contractor has to
submit a schedule for submittals, not the actual submittals. Submittal timeline to
be established in the baseline construction schedule and approved by the Engineer.

Q20: With the detail saying the new boardwalk is to architecturally match the existing
boardwalk - Will the new boardwalk be framed with 3x stringers and cross bracing?
A20: Architectural matching is intended for visual consistency with the existing
boardwalk. Structural framing systems, including stringer sizing and bracing, are
not prescribed and shall be designed by the Contractor's Structural Engineer.
Q21: What are the timber treatment requirements?
A21: Timber treatment to be 2.5 pcf CCA-treated lumber.
Q22: Please confirm an unlimited marine license will be required for this project.
A22: A marine contractor license is required. The Contractor shall hold all licenses
required by the State of South Carolina for the type and value of work performed. It
is the Contractor's responsibility to ensure that its license classification and
limitation are sufficient for this project.
Clarifications:
If helical steel piers are utilized for foundation support for the boardwalk (see reference to
helical piers within the geotechnical report), the steel piers are to be black powder coated
for at least the portion that is visible above ground.
