Amendment 02: The purpose of this amendment is to post questions and answers.

Q1) Would the customer accept Anritsu MS2090A as a substitute for the Fieldfox?

A1) No, we cannot consider an alternative model for this specific purchase.

Q2) Does the OEM authorized reseller requirement require the prime offeror itself to hold Keysight reseller authorization, or may a small-business prime fulfill the requirement through an OEM-authorized Keysight distributor/reseller and provide documentation of that authorized channel?

A2) The Government requires offerors to be authorized Keysight resellers in order for submitted quotes to be considered acceptable.

Q3) has an SBA Nonmanufacturer Rule waiver been issued or determined applicable for the Keysight brand-name products?

A3) This Request for Quotes was originally posted to the Mandated NASA SEWP portal and the NAICS was inadvertantly kept as the required NASA SEWP NAICS Code of 541519. The principal nature of the requirements described herein aligns with NAICS code 334511, which is covered under the SBA non-manufacturer rule class waiver. However, due to administrative and system configuration constraints within the NASA SEWP ordering tool, the solicitation/order is issued under NAICS code 541519. The selection of the latter code is required solely to facilitate processing through the SEWP GWAC vehicle and does not reflect a change in the underlying scope of work or technical evaluation criteria.

Amendment 01: The purpose of this amendment is to revise the RFQ closing date to 10 September, 2026. Any quotes received after 1400 Eastern time on 10 September shall be considered late.
