Background:

Kenya continues to face significant public health threats arising from zoonotic diseases,

antimicrobial resistance (AMR), food safety hazards, climate-sensitive health risks, and ecosystem

changes. Increasing human–animal–environment interactions, evolving disease patterns, and

growing regional and global health security obligations underscore the need for a strengthened and

evidence-based One Health approach.

The Zoonotic Disease Unit (ZDU), jointly established by the Ministry of Health and the State

Department for Livestock Development, serves as Kenya’s national One Health coordination

mechanism. Two key guiding documents now require review and updating: the national Priority

Zoonotic Disease List (PZDL), last formally reviewed in 2015, and the One Health Strategic Plan for

the Prevention and Control of Zoonotic Diseases (2021–2025), which has reached the end of its

implementation period.

The PZDL has been instrumental in guiding resource allocation, surveillance, laboratory capacity

strengthening, workforce development, and emergency preparedness across the human, animal,

wildlife, and environmental sectors. However, Kenya’s epidemiological landscape has changed

considerably over the past decade. Emerging and re-emerging threats, including changing patterns

of Rift Valley fever, Q fever, brucellosis, anthrax, Mpox, and the persistent risk of importation of

filovirus diseases such as Ebola Virus Disease (EVD) and Marburg Virus Disease (MVD), necessitate

an updated, evidence-based prioritization process.

Similarly, while the current One Health Strategic Plan focused primarily on zoonotic diseases,

Kenya’s One Health agenda has expanded to address broader health security priorities, including

AMR, food safety, environmental health, climate change, and ecosystem health. A comprehensive

review is therefore required to assess implementation progress, identify gaps and lessons learned,

and define strategic priorities for the next five-year period (2026–2031).

Through the United States Government, Department of State (US-DoS)-funded Strengthening

Infectious Disease Systems (STRIDES) Activity, FHI 360 plans to support the ZDU to update these

critical One Health strategic and planning documents. To achieve this, FHI 360 seeks to engage a

qualified consultant to lead the re-prioritization of Kenya’s zoonotic diseases and facilitate the

development of the Kenya One Health Strategic Plan (2026–2031) through a consultative,

multisectoral, and evidence-driven process.

Purpose of Consultancy:

The purpose of this consultancy is to:

a) Review, validate, and update Kenya’s Priority Zoonotic Diseases List using a transparent

and evidence-based prioritization methodology.

b) Review implementation of the current One Health Strategic Plan for the Prevention and

Control of Zoonotic Diseases (2021–2025).

c) Develop a comprehensive Kenya One Health Strategic Plan (2026–2031) that aligns with

national, regional, and global health security priorities and incorporates zoonotic diseases,

AMR, food safety, environmental health, climate-related health risks, and other emerging

One Health priorities.

Scope of Work:

The consultancy shall be implemented in two sequential phases, a total duration of four (4) months

/ approximately sixteen (16) weeks and a maximum level of effort of 80 consultancy days.

Phase I: Review and Update of Kenya's Priority Zoonotic Diseases List

Objective: To review, validate and update Kenya's Priority Zoonotic Diseases List using a

transparent and evidence-based multi-sectoral prioritization process.

Duration and Level of Effort:

Duration: One (1) month / Weeks 1–4. Maximum level of effort: 20 consultancy days.

Key Activities:

• Review the existing Priority Zoonotic Diseases List and previous prioritization

methodologies.

• Conduct epidemiological, surveillance, laboratory, environmental, and economic burden

analyses.

• Review national, regional, and global zoonotic disease prioritization frameworks and

identify the preferred methodology.

• Conduct stakeholder consultations and key informant interviews with officials from key line

ministries and government agencies.

• Develop and agree on prioritization criteria and weighting framework.

• Apply an agreed multi-criteria decision analysis (MCDA) methodology.

• Facilitate a national stakeholder workshop to update the Kenya Priority Zoonotic Diseases

List.

• Produce an implementation roadmap for surveillance, laboratory strengthening, workforce

development, preparedness, and response.

• Lead the validation of the draft Priority Zoonotic Disease List and technical report.
