Background:

The Directorate of Veterinary Services (DVS) has developed the Animal Health Integrated

Disease Surveillance and Response (AH-IDSR) Technical Guideline to strengthen and

harmonize animal disease surveillance and response across Kenya. The guideline provides

a standardized framework for surveillance, including disease detection, reporting, data

analysis, laboratory confirmation, feedback, outbreak investigation, and response, and

integrates indicator- and event-based surveillance within a One Health framework.

To facilitate nationwide implementation of the AH-IDSR Technical Guideline the United

States Government, Department of State (US-DoS)-funded Strengthening infectious

Disease Detection Systems (STRIDES) Activity, seeks to engage a consultant to support

DVS in the development of a competency-based training curriculum and standardized

training materials to build the capacity of AHSPs and ensure consistent application of AH-

IDSR principles across all counties.

Purpose of Consultancy:

To develop a standardized competency-based AH-IDSR curriculum and comprehensive

training package to strengthen the knowledge and skills of AHSPs in implementing the AH-

IDSR Technical Guideline.

Scope of Work:

The consultant shall:

i. Review the AH-IDSR Technical Guideline and other relevant surveillance training resources

including applicable WOAH resources, through a desk review to identify best practices and

complementary materials to develop a competency-based IDSR curriculum.

ii. Develop a comprehensive training package comprising facilitator and participant manuals,

presentation slides, practical and field simulation exercises, Kenyan case studies,

participant assessment tools, and other supporting learning resources.

iii. Facilitate stakeholder review and validation of the draft curriculum and training materials,

document stakeholder feedback, and revise the materials accordingly.

iv. Submit final print-ready and electronic versions of the validated IDSR curriculum, training

materials, and a final consultancy report for approval and national roll-out.

Location and Travel Requirements: The consultant will be based in Nairobi. Any travel needed out

of Nairobi will be facilitated by STRIDES.

Qualifications:

1. A minimum of a Master’s degree in Veterinary Epidemiology, Veterinary Public Health,

Animal Health, Public Health, Epidemiology, or related discipline. A PhD in Epidemiology or

Disease Surveillance will be an added advantage

2. At least 10 years of demonstrated experience in animal disease surveillance, epidemiology,

or veterinary public health

3. Proven experience in developing competency-based curricula, training manuals, and adult

learning materials for technical training programmes, preferably in the animal or public

health sector

4. Demonstrated knowledge and experience in the implementation of Integrated Disease

Surveillance and Response (IDSR), animal health surveillance systems, and the One Health

approach

5. Proven experience working with animal health surveillance systems in Kenya for at least

three (3) years

6. Demonstrated experience in the use of the Kenya Animal Bio-surveillance System (KABS) or

a comparable electronic animal disease surveillance system for at least three (3) years

7. Demonstrated knowledge of Kenya's animal health legal and policy framework, including

the Animal Health Integrated Disease Surveillance and Response (AH-IDSR) Technical

Guideline, is highly desirable.

8. Demonstrated experience working with government institutions and multidisciplinary

stakeholders.

9. Excellent technical writing, facilitation, and communication skills.

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

• Award will be based upon best value (a combination of qualifications and proposed daily

rate).

• Payment will be based upon Level of Effort (LOE) with reimbursement for approved related

budgeted expenses.

submission of proposal

• Cover letter shall summarize the consultant’s qualifications and explain why they should

be added to the pool as well as rate of pay.

• Estimated budget, in Excel format, to complete the work as indicated in this RFP.
