Kent County Request for Proposals for CDBG Subrecipient Projects
Kent County Community Action Department is pleased to announce a Request for Proposals
(RFP) for Community Development Block Grant (CDBG) programs. This RFP is open to non-profit
organizations located within Kent County seeking to operate CDBG assisted projects as a Kent
County Subrecipient. Applicants may apply for CDBG assistance toward a new or existing
program that will provide/serve residents of Kent County who live outside of the cities of
Grand Rapids and Wyoming.

2026 Application Schedule
Application Release Date: Wednesday April 6, 2026
Deadline for Proposal Submission: Thursday, 2:00 PM EST April 30, 2026
This funding is made available through the U.S. Department of Housing and Urban
Development's (HUD) Community Development Block Grant (CDBG) program. Eligible CDBG
activities are outlined in HUD's CDBG eligibility guide provided within the application. All
proposed projects must meet CDBG eligibility requirements and address the goals and needs
outlined in the 2026-2030 Kent County Housing and Community Development Consolidated
Plan.
Technical Assistance Sessions for Applicants is available through a virtual ZOOM conference
meeting. Attendance by applicants is not mandatory but is highly encouraged, especially for
any new applications/projects to the County.

the dates/times listed below:
* Tuesday April 14, 2026 - 7:00AM - 4:00PM
* Wednesday April 15, 2026 - 7:00AM - 4:00PM

Discussions between Respondent and Kent County staff during technical assistance sessions do
not override any written specification or correspondence provided in this Solicitation. Any
Respondent requesting a modification to the written specification must contact the Kent
County Purchasing Division by email to purchasing@kentcountymi.gov.
