Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City
Clerk's office through August 28,2OI9 up to 2:OO p.m. as shown on the clock on the east wall of
the City Clerk's OffIce on the first floor of Kent City Hall, 22O 4th Avenue South, Kent, Washington
98032. All blds must be properly marked and sealed in accordance with this "Invitation to Bid,"
Bids must be delivered and received at the City Clerk's office by the above-stated time,
regardless of delivery method, including U,S. Mail, All bids will be opened and read publicly aloud
immediately following for the City of Kent project named as follows:
The project consists of providing fence framework, fabric, panels and accessories, To include all
excavation for post bases, concrete anchorage for posts, clearing and grading, manual gates,
automatic vehicle gate and all related hardware and necessary permits. Electrical work to include
the "Click to Enter" devices, intercom and access control system and required devices including
mounting posts, as well as all line voltage circuits to power needed equipment, All work to be
completed as shown on the attached plans as required for a complete and functional project at
the City of Kent Correctional facility, 1230 Central Ave S, Kent, WA 98032.
Project estimate range is $150,000 to $170,00 plus WSST, and work shall be complete in 90
calendar days from contract award, Bid documents may be obtained at
A pre-bid conference will begin at the Kent Correctional facility located at 123O Central
Ave S, Kent, WA 98032 at 1O:OO a.m. on Wednesday, August 2\ 2OL9. While
attendance is not mandatory, it is strongly encouraged. If you cannot attend the prebid
conference and would like to do a site visit, you must contact the Project Manager,
Nate Harper, 253 856-5082 to schedule an appointment.
Bids must be clearly marked "Bid" with the name of the project on the outside of the envelope,
addressed to the City Clerk, 22O 4th Avenue South, Kent WA 98032-5895. Only sealed bids will
be accepted. No facsimiles or electronic submittals will be considered.
The City of Kent reserves the right to reject any and all bids on any or all schedules or alternated
or to waive any informalities in the bidding and shall determine which bid or bidders is the most
responsive, satisfactory, and responsible bidder and shall be the sole judge thereof.
No pleas of mistake in the bid shall be available to the bidder for the recovery of his/her deposit
or as a defense to any action based upon the neglect or refusal to execute a contract.
Bid Security is not required for this project, but a performance bond will be required of the
successful bidder, Bidders must submit with their initial bid a signed statement as to whether they
have previously performed work subject to the President's Executive Order No. 11246.
No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
