The City of Lee’s Summit, Missouri is requesting Bids for the construction of City Project # 106 – Douglas
Complete Street Improvements. Bids will be received electronically submitted via QuestCDN
(www.QuestCDN.com) until 2:00 PM local time on May 27, 2026 and at that time will be publicly opened
and read via Microsoft Teams teleconferencing (see Bid Docs. on QuestCDN for Microsoft Teams access).
The proposed work includes: Reconstructing approximately 0.75 miles of Douglas Street between SE 2nd
Street and NE Chipman Road. The project also includes construction of a 10’ shared-use path, 5’ sidewalk,
street lighting, storm sewer, curb and gutter, waterline replacement and tree planting.
The eBidDoc number is 10172385. A fee of $22 will be required to obtain the Bidding Documents files. An
additional fee of $20 is required for Contractors who submit a bid for the Work. QuestCDN will electronically
notify potential bidders that downloaded plans when Addenda are posted. It is the responsibility of bidders
to download addenda from the QuestCDN website.
A pre-bid conference will be held at 2:00 PM local time on May 13, 2026 via Microsoft Teams
teleconferencing (see Bid Docs. on QuestCDN for Microsoft Teams access). All bidders are encouraged
to attend the pre-bid meeting.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing
hourly rate of wages of work of a similar character in this locality as established by the Department of Labor
and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Lee’s Summit, Missouri hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,
ancestry, or national origin in consideration for an award.”
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of the
Missouri Standard Specifications for Highway Construction, including all revisions. The contractor
questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour
OSHA construction safety program, or similar program approved by the Department of Labor and Industrial
Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the
construction project.
A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal.
The City of Lee’s Summit, Missouri reserves the right to reject any or all bids.
The DBE Goal for this project is 0% and On-the-job trainee hours will be 1 hours.
No 2nd tier subcontracting will be allowed on this project.
