ADVERTISEMENT FOR BIDS
Washington County Board of Commissioners - Kaolin Park Expansion - Sitework Package - Sandersville, Georgia.
The Kaolin Park Expansion - Sitework Package project includes site work, grubbing and stump removal, demolition of
various items related to existing park infrastructure and utilities, grading, erosion control, storm drainage, construction
of a stormwater management facility / detention pond, asphalt paving, concrete and asphalt paving, roadway
construction and striping, roundabout construction, and utility installation. This Kaolin Park Expansion Site Work
Project includes approximately 71.0 acres of land disturbance to accommodate the site work associated with the park
expansion. The project scope includes, but is not limited to the following work:
- Site Demolition
- Grading & Drainage
- Sub-Grade Stabilization
- Tree Removal, Clearing & Grubbing
- Stripping, Stock piling, and Redistribution of Top Soil
- Erosion and Sedimentation Control
- Temporary and Permanent Grassing and Stabilization
- Storm Pipe and Structures
- Modification to Existing Stormwater Facility Dam and Outlet Control Structure
- Construction of a New Stormwater Management Facility / Detention Pond
- Addition of Sidewalks, Curbing, and Curb and Gutter
- Precast Concrete Wheel Stops, ADA Parking, Pavement Markings, Signage
- New Asphalt Pavement
- Utility Installation
The project also includes general site preparation and clean up. Outline scope is general in nature. Work shall be
accomplished per project manual, drawings, and specifications which include additional scope not listed above.
There will be one mandatory pre-bid meeting on site. There will also be a mandatory Pre-Qualification Process for
prospective bidders to be considered as "Pre-Qualified". In order to be approved as a "Pre-Qualified" Bidders, the bidder
must attend the mandatory Pre-Bid Conference on site and also have submitted an AIA A305 Contractor's Qualification
Statement.
Sealed lump sum bids from Contractors previously approved through the Owner's pre-qualification process for this
project, will be received by the Washington County Board of Commissioners County Administrator, Attention: Mr.
Michael Brillhart , 119 Jones Street, Sandersville, Georgia 31082 until 2:00 p.m., local time, on Friday, June 12th, 2026.
Bids received after the above time will be returned. Bids will not be accepted via fax or email.
Contract, if awarded, will be on a stipulated sum basis. Bids shall be accompanied by a bid bond payable to Washington
County Board of Commissioners in an amount equal to five percent of the base bid (Certified Checks NOT Acceptable).
Performance Bond equal to 100 percent of the contract sum, will be required of the successful bidder. The bond shall be
executed by a Surety Company licensed to do business in the State of Georgia, be listed on "Department of The Treasury
Circular 570" and have an A.M. Best Company rating of at least Class "A". Bonds must be accompanied by letter stating
company's current rating for verification prior to acceptance by the Owner and execution of the formal
Owner/Contractor agreement.
All Pre-Qualified Bidders must obtain plans via email through the Design Professional, Breedlove Land Planning, Inc.,
1020 Old Bishop Rd., Bishop, GA 30621, telephone (706)- 395-1605. Electronic file access may be obtained via email
request to mtanner@landplanning.net. Bidding documents will only be issued to Contractors who have been Pre-qualified
by the Owner and Design Professional for this project.
MANDATORY PRE-BID CONFERENCE:
All Pre-Qualified Contractors must attend a mandatory pre-bid conference to be held at Washington County Recreation
Multi Purpose Building located at 200 Franklin Haynes, Blvd., Sandersville, GA 31082 at 11:00 a.m., local time, on
Thursday, May 21st, 2026. Bidder's Representative shall be Project Manager or Estimator directly responsible for the

bidding of this project. Any bidder may be required, at the discretion of the Owner, to furnish evidence satisfactory to
the Owner that his proposed subcontractors have sufficient means and experience in the types of work called for to
assure completion of the contract in a satisfactory manner.
All Pre-Qualified Bidders for this project shall attend the Pre-Bid Conference. FAILURE TO ATTEND SHALL RESULT IN
DISQUALIFICATION OF THE BIDDER.
Any Bidder that is disqualified may respond to the Owner in writing within 20 days of the Notice of Disqualification as to
why the Bidder feels the disqualification is unfounded. The written appeal from the disqualified Bidder will not change
the decision already made on this project. However, a favorable appeal may open the way for the Bidder in question to
bid on future Washington County Board of Commissioners projects.
The Owner reserves the right to reject any and all bids, to waive any informalities in bidding, and to award a contract for
any part of the work, or the job as a whole.
