CERTIFICATION FORM
The Francis Howell R-III School District will accept proposals for the purchase of a new K-12
Counseling Curriculum as described in the attached request. Qualified organizations (Respondents) are
required to submit four (4) physical copies and one (1) digital copy on a USB drive of the proposal as
described herein.

Section 1.0 - Introduction
The Francis Howell School District is the top-rated school district in St. Charles County and 13th in the
state, as ranked by Niche.com. Encompassing more than 150 square miles in the southeast corner of St.
Charles County, the District empowers students to be lifelong learners prepared for the future. Currently
the District serves over 17,000 students and employs over 2,200 people, over 23 campuses. Additional

Section 2.0 - Project Overview
The Francis Howell School District (FHSD) is seeking proposals from qualified vendors to provide a
comprehensive School Counseling Curriculum and supporting resources for students in Kindergarten
through Grade 12.
FHSD recently completed the development of a District-wide counseling curriculum framework and is
seeking instructional resources that support implementation of this framework and the delivery of a
comprehensive school counseling program.
Vendors may submit proposals for:
Kindergarten - Grade 2 (K-2)
Grades 3 - 5
Grades 6 - 8
Grades 9 - 12
Multiple grade bands
A comprehensive Kindergarten through Grade 12 solution
The District reserves the right to make a single award, multiple awards by grade band, or no award at all if
deemed in the best interest of the District.
Section 3.0 - Scope of Work
The selected vendor(s) shall provide curriculum materials and resources designed to support school
counselors in implementing a comprehensive counseling program.
Resources should support:
Academic Development
Career Development
Social and Emotional Development
Postsecondary Planning
College and Career Readiness
Individual Student Planning
Small Group Instruction
Tiered Intervention Supports

For purposes of this solicitation, MTSS is defined as a framework that utilizes evidence-based practices
and data-driven decision making to provide varying levels of support to students based upon identified
needs. Curriculum resources should support implementation within:
Tier I - Universal instruction and services provided to all students.
Tier II - Targeted interventions designed for students requiring additional support.
Tier III - Intensive individualized support for students with significant needs.
Proposals must demonstrate how the curriculum addresses each of the following requirements:
MTSS Alignment
Curriculum shall demonstrate alignment with a Multi-Tiered System of Supports and
include resources applicable to Tier I, Tier II, and Tier III supports.
Missouri Counseling Standards Alignment
Curriculum shall align with current Missouri Comprehensive School Counseling Program
standards and competencies.
Flexible Lesson Length and Customization
Lessons should allow counselors to adjust instructional time and modify content based
upon student, building, and district needs.
Ready-to-Use Lessons
Resources shall include low-preparation, ready-to-implement lessons, activities, and
materials.
Family Connection Resources
Digital or printable family engagement materials shall be provided to extend learning
opportunities beyond the school day.
The District may consider the inclusion of the following features favorably during the evaluation process;
however, the absence of one or more of these features shall not render a proposal non-responsive, nor
shall it preclude a vendor from consideration for award. Vendors are encouraged to provide information
regarding the availability and functionality of these features, if applicable.

Section 4.0 - Multiphase Proposal Submission
Phase 1 - July 1-July 30, 2026
Submit a written proposal which includes :
Pricing for resources in the Scope of Work
Estimated yearly renewals and consumables
Delivery terms and schedule
Warranty or satisfaction guarantee information
ADA compliance/NIMAC compliance documentation
Print materials shall be NIMAC-compliant. Digital instructional materials,
applications, and platforms must meet full WCAG 2.1 Level AA
compliance and conform to ADA ICT accessibility requirements in effect as
of April 2026.

Phase 2 - August 1-August 15, 2026
FHSD will evaluate proposals based on alignment to scope, cost competitiveness, product
quality, and delivery timeline
Vendors will be invited to present products and demonstrate resources
Submission of a written proposal does not guarantee advancement to Phase 2. Only
vendors determined by the District, in its sole discretion, to be most responsive and
responsible based on the evaluation criteria will be invited to participate in
presentations.
Phase 3 - August 24-December 22, 2026
Top recommended vendors will provide sample curriculum materials for pilot program in
selected classrooms
FHSD staff will evaluate usability, engagement, and alignment with standards
Pilot program should be offered at no cost to the District
Phase 4 - February 2027
Based on pilot feedback, the District may request a Best and Final Offer (BAFO). Final
vendor recommendation and contract award are subject to approval by the Board of
Education.
Vendor to deliver teacher materials by March 1, 2027 and student materials between July 1,
2027-August 1, 2027

Section 5.0 - Proposal Timeline

shall be made to abide by this schedule; however, changes may occur if necessary.

Section 7.0 - Proposal Evaluation Criteria
Proposals will be reviewed and evaluated by the District and its designated staff. Advancement to Phase 2
will be based on the following evaluation criteria.
1. Alignment with FHSD Scope of Work
2. Cost competitiveness and overall value
3. Product quality, accessibility, and compliance
4. Delivery timeline and vendor support/customer service

Section 8.0 - Proposal Requirements
1. Proposals must be concise and in outline format. Pertinent supplemental information should be
referenced and included as attachments. All Proposals must be organized and tabbed to allow for
easy reference. The Certification Form must be completed and included.
2. The Proposal shall include a Letter of Transmittal that provides an introduction to the Company and
includes an expression of the Company's ability and desire to meet the requirements of the RFP. The
Letter of Transmittal should be under the signature of a Company officer.
3. The Proposal shall include an Executive Summary that briefly describes the Company's approach to
meeting the District's requirements as outlined in the RFP, indicates any major requirements that
cannot be met, and highlights the major features of the Proposal. The reader should be able to
determine generally how well the Proposal meets the District's requirements by reading the
Executive Summary.
4. The Proposal shall include each of the requirements as noted within the Scope of Services section
3.0.
5. The Proposal shall include a summary of costs and fees for products and services.
6. Proposals must include ADA and accessibility compliance documentation. Print materials shall be
NIMAC-compliant. Digital instructional materials, applications, and platforms must meet full
WCAG 2.1 Level AA compliance and conform to ADA ICT accessibility requirements in effect as
of April 2026. Submission of a proposal constitutes acknowledgment of and agreement to comply
with the Francis Howell School District Accessibility, Security, and Service Addendum in Section
5.0.
7. The Company shall complete Attachment 1, Company Identification Form.
8. The Company shall complete Attachment 2A and 2B, providing the District a listing of all Missouri
school districts for which the company currently provides services. The references should include at
least one contract currently in force with a district similar in size and population to the Francis
Howell School District. The Company shall additionally provide the District a listing of all public
school clients that have discontinued service from the Company in the past five years due to poor
performance or non-performance.
9. The Company shall complete Attachment 3, Federal Work Authorization Program Addendum.
10. The Company shall complete Attachment 4, Federal Work Authorization Program Affidavit.
11. The Company shall complete Attachment 5, Felony Conviction Notification.
Section 7.0 - Selection Process
After evaluating all Proposals properly submitted, the District staff responsible for the evaluation will
make a recommendation for selection to the District's Board of Education. The Board of Education shall
make the final selection of the Company that will provide the services. However, no contract shall be

formed and the District shall not be bound to any selection until such time as a final, written contract with
the selected Company is approved by the Board of Education. The District reserves the right to negotiate
the contract terms with the Company that will be recommended to, or that is selected by, the Board of
Education. The District further reserves the right to reject any and all Proposals and to waive any
"informalities" in the Proposals received whenever such selection, rejection, or waiver is in its best
interest. All Proposal documents become public record once a negotiated contract has been executed.

Attachment 1: Company Identification Form
Designate one individual as the Company's representative to the District during the term of the
Agreement. The representative will be contacted to solve any and all problems that may arise
concerning the Proposal during the evaluation period. The undersigned Company hereby agrees
to be bound by the terms of the RFP and that the enclosed Proposal is submitted in accordance
therewith. Once completed and returned, this Proposal becomes the primary basis for evaluation
and selection of the Company to provide the services required by the District for the specified
period. By signing this Company Identification Form, the Company certifies that there are no
parties of interest or conflicts of interest, as defined by state and/or federal regulations, existing
between the Company and the District or any of its employees, agents or Board of Education
members.
