Description

The statutory authority permitting other than full and open competition is codified at 41 U.S.C. ยง

1901 and is implemented by the Federal Acquisition Regulations (FAR). This justification is

based on Revolutionary FAR Overhaul (RFO) 12.102, Restricting Competition, and the

applicable procedures are in RFO 12.201-1 Simplified Procedures, as implemented by

Department of Commerce Class Deviation to FAR Parts 12 and 13.
