Project Description: Cumberland County (the “County”) is a third-class County located in southcentral Pennsylvania. The County has sustained rapid growth over the past two decades and was the fastest growing County in Pennsylvania in the 2020 decennial Census with a population of 259,469. As the County continues to grow, so too will the need for public services and the facilities to administer those services.
In 2024 the County initiated its first ever Facilities Master Plan (FMP) with the goal of providing the Board of County Commissioners a long-term strategy for repurposing, reusing, and developing new facilities to meet the growing public need. The FMP found the County needed over 115, 000 square feet of new space by 2043. Nearly 78% of that projected need was for the County’s courts and criminal justice departments. Thus, the FMP recommended construction of a new 200,000+ square foot judicial center as the highest priority for the County to pursue. Following FMP adoption in April 2025, the County began preliminary site selection for the judicial center in accordance with the general specifications outlined in the FMP. Per County Code, the facility must be in Carlisle Borough. The County has conducted initial feasibility to determine if certain sites can accommodate the judicial facility. The County now needs assistance to continue advancing the project to and through construction.
