NOTICE TO BIDDERS
The City of Joplin, Missouri will accept sealed bid proposals until Thursday, January 15, 2026, at
10:00 a.m. at the Joplin Health Department located at 321 E 4th St, Joplin, Missouri, 64801 to
PURCHASE the following:
JOPLIN HEALTH DEPARTMENT OFFICE FLOORING
Specifications and bid forms are available from Devin Blankenship, Joplin Health Department, by
calling 417-623-6122 or by writing to the address indicated above. Any bids received after the
specified deadline will be returned to the vendor.
The City reserves the right to evaluate all bids, to reject any or all bids and re-bid at a later date.
The City may waive any irregularities in the bid or negotiate variances from specifications, and
make awards that are in the best interests of the City. The City will have final decision in all
matters regarding acceptance of bids and issuance of awards.
The City encourages minority and female owned businesses to submit bids on all City purchases.

SCOPE OF WORK
The City of Joplin, Missouri proposes to PURCHASE the following:
JOPLIN HEALTH DEPARTMENT OFFICE FLOORING
The City of Joplin, Missouri is issuing this Request for Proposals (RFP) for the purchase and
installation of luxury vinyl plank or tile flooring in designated areas of the Joplin Health
Department.
Project Description:
1) Upstairs (Ground Floor):
Removal and disposal of existing rolled floor surfaces
Preparation of floor surfaces for installation, including removal of cove bases and
trim work
Installation of flooring to manufacturer’s specifications
Contractor must provide product specifications of proposed flooring product,
including color options, wear layer specifications, and warranty details. Proposed
product must be luxury vinyl plank or tile flooring with a wear layer of at least
0.80 mm or 31.5 mil.
Reinstallation of any removed coving or trim so that floor/wall junctures are
finished neatly
All work is to be completed in a workmanlike manner
Work is to be done in the following highlighted areas:
