SUBJECT: Joint Program Office Joint Light Tactical Vehicle (JPO JLTV) Hybrid Electric Vehicle (HEV) Market Survey
1. Purpose: This is the U.S. Army’s Market Survey for a projected new production effort of a light tactical wheeled hybrid-electric vehicle (HEV) with the intent to gain industry feedback on the technical performance requirements (Attachment A) developed. The HEV is envisioned to be a new propulsion system design for light vehicle platforms. The Program Management Office (PMO) and User want to ensure requirements are clear, feasible, and technically achievable. The PMO and User are also asking Industry to identify potential cost drivers within the requirements and provide alternatives to help control costs and schedule, while still meeting the operational needs. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred for your review and response to this survey. Your response to this survey will yield no favorable considerations for any potential future solicitations.
2. Background: JPO JLTV has developed a set of draft technical Hybrid Electric Vehicle (HEV) performance requirements (Attachment A) to support potential future light tactical vehicle procurements. The initial requirement set has been developed to support execution of light tactical vehicle HEV programs tentatively starting in FY24.
3. Rationale for Advanced Release: While HEV technology is prevalent in the commercial market, its application in a military setting is far less common. The draft technical performance requirements developed convey the unique military use cases, duty cycles and performance to meet the anticipated operational needs. By socializing requirements with Industry early, the Army will be best positioned to develop achievable requirements and acquisition timelines. Feedback will help to ensure the final HEV acquisition strategy is achievable within cost, schedule, and performance constraints.
4. Questionnaire: Interested sources are asked to complete the questionnaire below and input additional data requested in Attachment A (columns H through N on excel spreadsheet). Please submit responses according to the following schedule:
Questions from Phase I may be readdressed and re-submitted along with the Phase II questions.
References to technical specifications are located within Attachment B. The Government may request a meeting to discuss your responses after the market survey closes.
4.1 General Questions:
a. What is the name and CAGE Code of the company responding to the Survey?
b. What is the name, position title, telephone, and email address of the Survey respondent?
4.2 Technical Questions:
a. If selected to support the vehicle program development, how much time would you require for the following technical reviews:
b. What is your expected lead time for key prototype parts (i.e. power electronics, batteries, etc.)?
c. How much time do you need to build prototype assets once you have all required parts and GFE vehicles?
d. How much time do you need for sub-system and system level contractor testing?
e. What types of testing do you expect to be able to perform internally?
f. Do any components require custom development? If so, which ones?
g. Do you plan to use commercial of the shelf components? If so, for which components?
h. How much time do you need to go from concept to prototype delivery?
i. Describe your experience in cybersecurity on a vehicle platform and what solutions you would put in place to mitigate any potential cyber risks for a light tactical HEV.
j. Cost/Pricing Related Questions:
k. What is the anticipated cost to replace the existing propulsion system with a hybrid-electric system (per Attachment 1) assuming that the Government will provide a base platform as GFE?
l. What is your estimated non-recurring engineering and program management cost to obtain a PDR level design?
m. What is your estimated non-recurring engineering and program management cost to get from PDR to CDR and prototype delivery?
m. Based on the components identified in 4.3.a, what is the anticipated light tactical HEV production cost at volume (500, 1500, 3000 per year)?
