Description:

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to award one (1) or more, with a maximum of four (4), Job Order Contracts (JOC or Contract) to qualified contractors. The contractor(s) will provide services for the County wide Maintenance and Repair of Stormwater Infrastructure, Paving, and Other Site Work on an as-needed basis, at various locations throughout Loudoun County, Virginia. The Term of the contract will be for a one (1) year Base Term and up to three (3) one (1) year additional Option Terms. A JOC is a competitively bid, firm fixed priced, indefinite quantity contract. The Work includes a collection of Tasks and related specifications that have pre-established unit prices. JOCs are to be used for the accomplishment of repair, alteration, construction, maintenance, rehabilitation, demolition and construction of stormwater infrastructure and sitework by means of individual Job Orders issued under the JOCs and related to discrete, identified Projects.

JOCs will generally be utilized to accomplish small to large sized Projects with a typical Job Order value within the range of $10,000-$1,000,000.00. The typical Work is anticipated to include, but not be limited to, projects such as:

  1. Debris removal from stormwater infrastructure such as ponds, bioretention’s, pipes and structures;
  2. Vacuum cleaning, water flushing, and jet cleaning;
  3. Dirt and silt removal from pipes, structures and other stormwater management facilities;
  4. Engineered channel and open drainage vegetation and debris removal;
  5. Re-configuration and realignment of drainage channels and streams;
  6. Stabilization along stream beds and outfalls (through the placement of rip rap or other armoring;
  7. Repair/replacement of weirs and check dams;
  8. Repair/replacement of stormwater structures such as inlets, catch basins, manholes, culverts, drainage pipe, etc.;
  9. Repair/replacement of wet and dry pond control structures, grass mowing and removal of undergrowth in the vicinity of wet and dry ponds;
  10. Repair/Replacement of headwalls, installing trash racks, safety railings and other components on various stormwater structures;
  11. Perform erosion control and repairs;
  12. Miscellaneous grading and excavation, etc. Work under this contract may include: sitework, installation of utilities, and construction of sidewalks and paving.

The maximum value of any individual Job Order shall not exceed $1,000,000. The Contractor is guaranteed to receive the opportunity to submit a proposal for a Project(s) totaling at least $25,000.00 during the Base Term of the Contract, otherwise the County makes no additional guarantee as to the minimum amount of Work that will be awarded under each of the JOCs.

For the purposes of JOCs, a Loudoun County “Purchase Order” is described as a “Job Order”.

Pre-Proposal Conference:

A Pre-Proposal Conference will be held virtually using Microsoft Teams on February 5, 2025, at 9:00 a.m.
