Jim Porter Recreation Center Roof Replacement Project

The work generally consists of renovating the roof at the Jim Porter Recreation Center. This includes removing existing roofing materials and gutters, replacing decking material as required, and installing products from The Garland Company, Inc., which will be purchased by the City of Vista. Materials include Prostop FR Primer, SA Base Primer, SA Base IV, Stressply IV Plus UV Mineral, Flashing Bond, Tuff Coat White, Tuff Stuff Sealant, Liquitec, Cool Sil, Tuff Flash.

The Work to be constructed is located on: Jim Porter Recreation Center, 1200 Vale Terrace Drive in the City of Vista, California.

A mandatory Pre-Bid Meeting will be held on Tuesday November 25, 2025 at 9:00 am, in the Jim Porter Recreation Center at 1200 Vale Terrace Drive, Vista, CA 92084-6275. The scope of the Project and the bidding requirements are reviewed by the Agency and comments and questions from prospective bidders are discussed. PROSPECTIVE BIDDERS ARE REQUIRED TO ATTEND.

All project related questions and requests for clarifications, changes, exceptions, and deviations to the terms and conditions set forth in this solicitation shall be submitted via “Q&A” through the City’s Electronic Bidding System, OpenGov Procurement.

NOTE: Determination of the lowest bid shall be based solely on the lowest TOTAL BASE BID. Unit prices shall prevail over extended total and grand total prices. Late bids will not be accepted.
