I. Introduction
The City of Bangor requests bids to furnish and deliver one (1) heavy duty Jet A Refueler to the
Airport’s GSE Facility, FOB destination, 206 Maine Ave, Bangor, Maine. The City is looking for a Jet A
Refueler with a tank size of 7,000 gallons.
The City is seeking options to acquire one (1) Jet A Refueler, through either a purchase, a lease, or
some combination thereof depending on the bids received. As a result, this bid request requires a
purchase cost per unit as well as a lease rate for a five-year term with an end of term purchase price.
The lease must include a non-appropriation clause where, if funding is not appropriated, the City
may turn this piece of equipment back to the dealer with no penalty.
The vehicle must be the most current year available. The City will consider alternate bids for the
purchase of an unsold previous year model if it meets or exceeds the requested specifications.
The City of Bangor intends to trade in one (1) used tanker. Trade-in Information is included in Section
XI.
II. General Information
General information is available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the bidder accepts
the responsibility for downloading, reading and bidding by the terms and conditions set forth in the
City’s “General Information for Vendors”. All questions shall be directed in writing to
bids@bangormaine.gov.
III. Submission
For consideration, submit the proposal Bid Form (page 6) and all materials requested in Section X.
Specifications electronically or in an envelope via submission methods listed below. The envelope or
subject line must be clearly marked as "Proposal No. P26-39: BGR – Jet A Refueler."

Submissions must be received by 2:00 P.M. on Wednesday, March 11, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P26-22: BGR – Jet A Refueler.” Proposals will be
publicly opened at the time stated above in the Paul Bunyan Room (first floor by the side elevator),
73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible after
the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday,
February 27, 2026.
The City will provide a response by 4:30 P.M. on Friday, March 6, 2026. This response will be in the
form of an addendum, accessible on the City's website. Notifications will be sent to those who have
signed up to receive notifications at www.bangormaine.gov/bids through NotifyME. Notifications
will be sent when new addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received
by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal,
or requested proposal revision received at the City Purchasing Department after the time and date
specified will be returned to the Proposer unopened or, if by electronic submission, deleted without
being opened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening.
All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.

VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or
accept a higher-cost proposal if it is deemed to be in the best interest of the City. The City also
reserves the right to request clarification of any details from the successful Proposer. The evaluation
of proposals and determination of the award will be at the discretion of the City and its judgment
shall be final and without right of recourse by any Proposer.
VIII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the successful
Proposer.
B. Bid Form and Requirements: The Bid Form (page 6) with product information that includes
all items in Section X. Specifications must be completed and returned with the proposal to be
considered responsive.
IX. Minimum Specifications
1. Tank
A. Seven Thousand (7,000) U.S. gallon (3% outage) aluminum tank.
B. Fully baffled single compartment overturn protection.
C. One (1) Twenty-inch (20”) manhole with ten-inch (10”) fill opening and vent.
D. Two (2) 20” inspection manholes.
E. Refilling access on driver’s side.
2. Chassis
A. Conventional cab/chassis.
B. Cummins diesel engine with cold weather starting aid/ block heater.
C. Engine hour meter.
D. Allison automatic with push button controls and diagnostics.
E. Air brake system, power steering, heat, defrost, and air conditioning.
F. Heated mirrors.
G. Back up camera with color display mounted on dash.
H. Heated air dryer air system.
I. Cab color to be White.
3. Lift Basket
A. Capable of two workmen.
B. Built-in safety sensors to detect and stop lift impact.
C. 2”X10’ lightweight, cold-weather hose, with a Whitaker F-145 6-lug underwing nozzle.
4. Pump
Three hundred (300) gallons per minute (GPM) centrifugal, self-priming with
automated PTO engagement when Deadman is activated.

5. Filter / Separator
A. Horizontal filter/separator (F/S) –four hundred fifty (450) gallon rated that meets API
1581 5th (or most current) edition specs.
B. Equipped with a Gammon GTP-8980.
C. Water defense system.
6. Deadman and pressure control
A. Inline Deadman/pressure control shall be electric with shut off control and provides
primary control.
B. Secondary pressure control regulated by forty-five (45) pounds per square inch (psi)
hose and control valve.
7. Meters
A. Two (2) three hundred (300) gallons per minute (GPM) electronic meters with TCS
3000 registers.
B. Two (2) large LED displays: One (1) dedicated for single point, one (1) dedicated for
over wing fueling.
C. Register to have tank level, temperature compensation, corrected Differential
Pressure (DP), Fuel Systems Icing Inhibitor (FSII) dispenser, and ticket printing
registers to be mounted in cab.
8. Hose reels
A. One (1) single wrap reel sized for 2” x 50’ hose.
B. Two (2) reels sized for 1 ½” hose.
C. Non-ferrous internals, explosion proof electric rewind motors, and switches.
D. Auxiliary manual rewind.
E. A shut off valve is to be installed upstream of the reel system.
9. Hoses
A. One (1) 2” x 50’ lightweight, cold-weather, hose with a Whittaker F-145 6 lug
underwing nozzle.
B. Two (2) 1 1/4” x 50’ lightweight, cold-weather hoses with OPW 295 over wing nozzles.
C. All hoses certified to API 1529.
10. Bottom Loading
A. To include Scully high level shut – off with pre-check.
B. Bottom loading adapter capable of accepting a standard underwing nozzle.
C. A shut off valve shall be supplied immediately down stream of bottom load adapter.
11. Piping
Aluminum or Stainless-Steel piping certified to 150psi related working pressure.
12. Control Panel
Side mounted panel with work light to include nozzle pressure gauges, Millipore taps
and other gauges / selectors.

13. Fuel Additive Injector
Injector system installed at factory with ten (10) gallon additive tank designed for the
injection of PRIST.
14. Testing
A. Complete flow testing with fuel for performance to rated specifications.
B. Recirculation port on same side of underwing hose and controls.
15. Ladder Brackets
Mounted on rear of vehicle with safety handrails.
16. Safety Features
A. Static reel with 100’ cable and Gammon GTP-9654 bonding clamp, and self-retracting
Gammon GTP-1097S-1 bonding plug.
B. Brake interlock system with over-ride ability.
C. Emergency fueling shutdown system.
D. Two (2) required fire extinguishers per NFPA407 and ATA 103 specifications.
E. One (1) cab mounted 5” round Amber LED strobe/beacon light
F. Tank low level shut-off.
G. Collapsible safety railing on top of tank on both sides of walkway.
H. Chock block holder/box.
I. Non-skid paint / anti slip treads used on top of tank and on designated foot holds.
J. Storage box behind chassis cab for storage of wing protection mats, spill kits, etc.
17. Training and Manuals
A. Training must be provided for operators within thirty (30) days of delivery.
B. Thorough in-depth maintenance training for technicians must be provided within
thirty (30) days of delivery.
C. At the time of delivery BGR will be furnished with a complete set of chassis and fuel
system hard copy manuals to include all electrical, hydraulic, and pneumatics
schematics.
D. At the time of delivery BGR will be furnished with any diagnostics software.
18. Warranty
A. Full factory warranties both chassis and fuel system/tank for entire length of lease
and/or extended purchase, to include support phone number in case of emergency.
X. Trade-in Information
The City of Bangor intends to trade in one (1) used tanker refueling truck. This is one (1) 1996 E.A.M.
RF10RD-3 Jet-A refueling truck with a ten thousand (10,000) gallon tank.
