Description:
The Bay County Board of County Commissioners (County) seeks proposals from Design/Build teams for the design and construction of a project to widen Jenks Avenue from Baldwin Road to SR390. The project is a Florida Department of Transportation (FDOT) Transportation Regional Incentive Program (TRIP) (FPID: 441565-1-54-01).

A MANDATORY Pre-Proposal Meeting will be held at 10:00 am (central time) on Tuesday, April 10, 2018 in the Public Works Conference Room, 840 W. 11th Street, Panama City, FL 32401. Representatives from the Design team and the Construction team shall attend the pre-proposal meeting.

SEALED TECHNICAL PROPOSALS for RFP NO: 18-19 Jenks Avenue Widening Project Design-Build Team will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (central time) Tuesday, June 12, 2018. Technical Proposals will be publicly opened immediately following the deadline.

SEALED PRICE PROPOSALS will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (central time) Tuesday, June 26, 2018.

Price Proposals shall be publicly opened at 2:00 PM (central time) on Tuesday, July 10, 2018.

The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Proposers shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Tuesday, May 29, 2018.

By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
Qualifications:
The design firm and/or their sub-consultants shall be qualified under Rule Chapter 14-75.003 Florida Administrative Code, in the following types of work: Group 3; Type 3.2 Major Highway Design, Group 7; Type 7.1 Signing, Pavement Marking and Channelization, Type 7.3 Signalization, Group 8; Type 8.2 Design, Right-of-Way and Construction Surveying, Group 9; Type 9.1 Soil Exploration, Type 9.2 Geotechnical Classification Lab Testing and Type 9.3 Highway Materials Testing. County staff shall validate certifications using the Florida Department of Transportation’s Procurement Office web site list of prequalified consultants. If the Design/Build Team proposes to use in-house forces to do surveying or geotechnical exploration, the Team must have the FDOT certification in that specialty.

The prime construction contractor shall be qualified under Rule Chapter 14-22 in the following classes of work: 1) Grading, 2) Drainage, and 3) Flexible Paving; and the Prime Contractor or Subcontractor in the additional work categories: 1) Hot Plant-Mix Bituminous; and Specialty Classes of Work: 1) Grassing, Seeding, and Sodding, 2) Traffic Signals, 3) Pavement Marking,4) Fencing, 5) Intelligent Transportation System, and 6) Roadway Signing.

Special Requirements:
Representatives from the Design team and the Construction team shall attend the pre-proposal meeting.
