Description

The U.S. Food and Drug Administration (FDA) National Center for Toxicological Research (NCTR) requires a facility-wide onsite laboratory equipment maintenance, repair, and fabrication services in Jefferson, Arkansas.

NCTR is comprised of six research divisions and includes 132 general or special purpose research laboratories; an imaging center; a nanotechnology core facility; an inhalation toxicology facility. NCTR has AAALAC International-accredited animal facilities with animal housing accommodations including conventional housing for rodents, rabbits, and large animal species (e.g. mini-swine), a rodent breeding colony, quarantine facilities for all species, and a zebrafish facility. Jefferson Laboratories also houses part of the Human Food Program (HFP), a field laboratory tasked with analyzing a wide variety of samples from foods to cosmetics. Although much of the scientific equipment at the Jefferson Laboratories complex is covered under manufacturer’s service agreements, many critical items are not. These items must be consistently maintained to facilitate optimal performance. Examples of instruments and equipment include scientific balances, autoclaves, bioanalyzers, centrifuges, desktop and laptop computers, incubators, microscopes, printers, tissue processors, thermocyclers, and liquid chromatographs. In addition, some research projects require specialized design and fabrication services.

These services are to include, but not limited to:

(1) Overarching administrative services, reporting, and management capabilities.

(2) Service, repair, and maintenance of malfunctioning or non-operational instruments and equipment;

(3) Development, application, and implementation of preventive maintenance programs for certain instruments and equipment;

(4) Design and fabrication of prototype instrument systems and equipment not available commercially.

The applicable North American Industry Classification System (NAICS) code for this acquisition is 811210 - Electronic and Precision Equipment Repair and Maintenance; the applicable Small Business Size Standard is $34 million.

This acquisition is solicited as full and open competition and any qualified vendor regardless of size status may submit a quote.

The anticipated release date of solicitation number 75F40125R126822 is as early as April 9, 2025 but no later than by April 16, 2025, with a closing date of the solicitation thirty (30) calendar days after posting. The resultant contract will be Firm Fixed Priced (FFP). The anticipated award date is on or around June 21, 2025. It is anticipated that the contract will contain a base year and four (4) 1-year option periods.

It is the contractor’s responsibility to monitor SAM.gov for further information relevant to this solicitation.
