JCS FY 26 NETWORK UPGRADE
General Information
The Jasper City Board of Education (hereinafter referred to as "The Customer") intends to replace
existing network switches and associated components at Jasper High School (1501 Viking Drive,
Jasper, Alabama, 35501). The Customer will seek discounts for these services through the
Universal Service Fund Support for Schools and Libraries (commonly referred to as “E-Rate”). The
Customer requests proposals for these services as described in the attached specifications from
interested persons (hereinafter known as "The Vendor"). The Vendor must submit a bid for all
areas. Prices quoted shall be all inclusive. The Customer reserves the right to reject all proposals,
waive any technicalities, and award all or part of the contract in a manner that is in the best
interest of the Jasper City Board of Education. The Vendor must participate in the E-Rate program
administered by the Schools and Libraries Division (SLD) of the Universal Service Administrative
Company (USAC). The project is contingent on E-Rate and Local funds being awarded.
The primary goal of this RFP is to secure the most reliable, efficient and cost-effective network
equipment available for The Customer and to remain in compliance with all rules, regulations,
filing and application procedures and deadlines of the Universal Service Administrative
Company, Schools and Libraries Division. Cost will be a primary factor but not the only factor in
the selection of the vendor.
Schedule of Events
The following is the required schedule for this project. The schedule may change depending
upon the responses to this RFP and a final schedule will be established prior to contracting with
the successful Vendor.

DELIVERY: Proposals must be submitted via email schandler@jasper.k12.al.us with subject line RFP
JCS FY26 Network Upgrade. Included in the email should be product quote and a completed USAC
Category Two Internal Connections template. However, if the funding request data template
provided by USAC for uploading to the FCC Form 471 is not available at the time this bid was posted,
the vendor must agree to complete the form as soon as it becomes available, see additionally

Terms:
Jasper City Schools reserves the right to reject any and all proposals, waive any technicalities, and
award all or part of the contract in a manner that is in the best interest, most cost effective,
acceptable and advantageous for the district.
Jasper City Schools reserves the right to accept and/or deny any or all items on the proposal at
the unit price submitted.
All prices submitted on the bid are to be “delivered installed prices” and shall be inclusive of all
charges, installation, configuration, and fees, and shall not include any state or local tax.
Vendors may submit equipment with newer models if the requested model(s) is no longer
available or has been replaced, please note all substituted items in the response.
The term of the contract shall be for a period beginning on July 1, 2026 and ending on June 30,
2027.
Contract may be canceled at any time with a 60-day written notice by the customer.
As with all E-rate RFPs, the district will, at its sole discretion, decide whether a
vendor/respondent award will result from this RFP. The issuance of this RFP does not obligate
the district to make an award.
Jasper City Schools Technology Coordinator shall be notified immediately regarding any price
decrease affecting a bid item. Furthermore, Jasper City Schools shall receive the benefit of the
decrease as soon as possible in accordance with the written notification from the contract
vendor.
No invoice will be paid until all purchase order items have been delivered to the school district’s
satisfaction.
Jasper City Schools reserves the right to cancel the contract with the vendor for
nonperformance.
Vendors must be in good standing with the FCC and provide a current Service Provider
Identification Number (SPIN) with USAC Schools and Libraries (E-rate) throughout the term of
any agreement. Please indicate SPIN on all documentation.
Vendors who do not currently have green light status will not be considered. The loss of green
light status with the FCC shall render any contracts entered into with the vendor to be
immediately null and void.
Vendors must separate E-rate eligible items from ineligible items on all quotes and invoicing.
If Jasper City Schools does not receive E-rate funding as a result of vendor error, the vendor will
still be required to provide bid services and Jasper City Schools will only be obligated to their E-
rate percentage.
Vendors must use their ALJP bid as the basis for this quote. Pricing may be lower, but Jasper City
Schools must be able to demonstrate to USAC that the prices submitted clearly tie back to the
vendor’s ALJP bid award.

Jasper City Schools will utilize the SPI invoicing method for this project. Please indicate Service
Provider Invoicing (SPI) and include SPIN on all documentation. Jasper City Schools will pay their
required E-rate percentage. The vendor will be responsible for invoicing USAC via Form 474 (SPI).
Evaluation:
Jasper City Schools will award based on the vendor submission that best meets the needs of
the school system regarding the technology plan, future growth, and RFP specifications, not
necessarily the lowest eligible price even though price will be a primary factor.
Jasper City Schools may elect to award all, some or none of the services bid.
Jasper City Schools reserves the right to reject any or all of the bids or any items of any bids,
to waive any informalities in bids received, and to waive technical errors so that the best
interest of Jasper City Schools will thereby be promoted.
Use of trade names and numbers shall be interpreted as establishing a standard of quality
and shall not be construed as limiting competition since equivalent equipment may be
considered. Any exceptions in specifications requested must be noted and supporting
literature must be provided for evaluation. If literature is not enclosed with the bid package,
the bid may be rejected.

Disqualifications: If one or more of the following occur, then the entire bid will be disqualified. A
disqualification means that the bid will not be accepted, evaluated, or considered.
The bid is received a er March 5, 2026 at 1:00 pm.

The vendor fails to provide a SPIN.
The vendor does not currently have a green light status with USAC.
The vendor does not bid on the project as specically outlined in the RFP.

Current Systems and Connectivity:
The Customer seeks updated network infrastructure of such to support the education of its
students. The high school presently has conventional Cisco branded switching. The remaining
district locations presently have installed Meraki switches and wireless access points
throughout. The current switch infrastructure at the High School was completed around 2018
and will be upgraded due to obsolescence and life cycle recommendations. No wireless access
points will be upgraded as they have been updated more recently. Jasper City Schools (JCS) is
looking for compatible switches only. Meraki is preferred, which would integrate with our
Meraki Management Dashboard, but we will accept equivalent product bids for evaluation. JCS
is also looking to replace outdated UPS devices. We would like prices for the Vertiv Liebert UPS
devices listed below or comparable. The location will require the requested equipment at the
requested quantities below. This RFP is product only. However, EACH item is to be properly
asset tagged and documented as required, prior to delivery. No installation will be required.

Service Details:
Jasper City Schools is requesting new switches that are deemed eligible by the
USAC Eligibility List for E-Rate. All solutions are to include, at a minimum, the following:
• Cloud-based management of devices required, must support multi-factor authentication
• Include the actual quantity of all equipment and materials that would be used in the solution to
match requested bill of materials in this RFP
• Include warranty information on the equipment
• Include licensing for 5 years
• Prefer brick and mortar support location/NOC located within 3hrs drive of Jasper City Schools and
based in Alabama. This is meant to eliminate as much downtime as possible in the event of an
equipment failure.
