The vendor’s name, address, bid opening time and date, and the quotation “Janitorial Services” must be printed on the sealed, opaque envelope containing the bid.

Sevier County reserves the right to accept or reject any/or all bids and to accept the bid deemed most favorable to the interest of Sevier County.

SUMMARY
Sevier County is accepting proposals for nightly janitorial services for multiple operational facilities. These
services are essential to maintaining sanitary, safe, and presentable environments across a range of
locations.
PROPOSAL GUIDELINES
- Proposals must be received at the Sevier County Mayor’s Office, 125 Court Avenue, Suite 102E,
Attn: Alicia Viviano, Sevierville, TN 37862 by 10:00 am February 5th, 2026. At this time all bids will
be publicly opened and read aloud. Any bid received after this date and time will not be
considered. No emailed or faxed proposals will be accepted.
- Proposals must be sealed. The vendor’s name, address, proposal due date and time, and the
quotation “Janitorial Services” must be printed on the sealed envelope containing the proposal.
- Vendor must provide an original proposal and (2) copies of the proposal.
- Proposals must clearly address all questions and requirements as presented in this Request for
Proposal. If you wish to submit alternative solutions, you may do so with any deviation from any
requirement or specific description clearly noted and explained.
- Proposals must clearly note the price for the base description. If an additional option is described
below, any addition or reduction in price as a result of this option must be noted within the
proposal.
o Price as included must be all-inclusive. Any additional fee or charge must be clearly noted
and described.
- Proposals must include an updated Form W-9 for submitting vendor.
- It shall be the responsibility of the vendor to submit a response that complies with the
conditions and specifications of the Request for Bid; Policies and Procedures of Sevier
County, applicable laws of the State of Tennessee, and any other applicable laws,
regulations, and requirements.
- Sevier County reserves the right to accept or reject any and all proposals for any reason, and to
accept the proposal deemed most favorable to the interest of Sevier County.
- Pre-Proposal Site(s) visit will be Tuesday, January 27, 2026 at 10:00 am. Contact Chris Maples at

- Sevier County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964
(78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders
that it will affirmatively ensure that any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair
opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, or national origin in consideration for an award.
- Contracts awarded under this bid solicitation will be subject to T.C.A. § 12-3-1203 (formerly
§ 12-3-1004) allowing those said entities to "piggyback" contracts whereby cities, counties,
utility districts, and other local governments in Tennessee may purchase supplies, goods,
equipment, and services under the same terms as contracts or price agreements entered
into by any other local governmental unit of this state.

OBJECTIVES AND DESCRIPTION
Objective
The objective of this Request for Proposal is the cleaning of various Sevier County Facilities on a nightly
basis. The scope includes routine daily cleaning, with the expectations for professional conduct,
adherence to safety protocols while maintaining confidentiality.

Base Description
Vendor will furnish cleaning personnel, cleaning equipment and cleaning supplies. Paper
products will be provided by Sevier County.
Prior to start, each employee will be required to successfully complete a background check and
sign a Sevier County Confidentiality form indicating all information within the facility is
confidential. Divulging any information seen or heard while within the facility could result in
immediate termination of contract and/or liability in any legal action arising from such breach.
Vendor will clean facilities, as specified, 5 days per week (Monday-Friday) except in the event of
a holiday.
No cleaning will occur at times that would interfere with office or court operations.
Cleaning hours must begin after 6:00 pm and conclude by 6:00 am.
Cleaning products must be specified prior to being used and explicit procedures to clean the
facilities.
Initial contract period of 12 months to start no later than March 1, 2026.
Invoice monthly. Payment will be made within thirty (30) days of the date vendor bill is
received and signed by an authorized County representative.
If Sevier County deems services to be unsatisfactory, any agreement/contract can be terminated
with a 30-day notice.
If cleaning services are satisfactory, contract/agreement may be extended for an additional 12
months.

Sevier County will supply the vendor with paper products; such as, roll kitchen towels, roll towels
for dispensers, tri-fold towels, soap and toilet paper for all restrooms and all waste can liners.
The specified cleaning areas include: courtrooms (criminal, civil, family), clerks offices, public
lobbies and waiting areas, conference rooms, holding cells (if applicable), restrooms (public and
staff), hallways and stairwells, elevators, break rooms and staff kitchens, security screening areas,
exterior entrances and vestibules.

- Daily dust tops of furniture and all flat surfaces (desks, benches, railings, window sill, etc).
- Daily empty recycle and waste bins and dispose of in designated area. Replace liners.
- Daily sweep and mop/machine scrub all hard surface floors to remove dust, dirt and debris.
- Daily vacuum all carpeted floors from wall to wall to remove dust, dirt, and debris.
- Daily spot clean and brush upholstered furniture and curtains to remove stains, dirt, and dust.
- Daily disinfect high touch surfaces (doorknobs, handrails, elevator buttons).
- Daily clean elevator door tracks, sweep and mop floors, wipe interior walls.
- Daily check stairwells for trash and sweep/vacuum as needed.
Kitchen/Break Areas
- Daily empty recycle and waste bins and dispose of in designated area. Replace liners.
- Daily damp wipe countertops, tables and appliances.
- Daily wet mop all hard surface floors.
- Daily vacuum all carpeted floors.
- Daily wash kitchen sink and faucets.
- Daily spot clean walls, doors, switches etc. to remove marks and stains.
- Weekly damp wipe all surfaces up to 6 feet to remove dust and dirt.
- Weekly damp wipe legs of tables, chairs and other furnishing to remove dust and dirt.
- Monthly wash waste bins out to remove stains, grime, and smell.
- Monthly dust all surfaces above 6 feet.
Staff and Public Toilets
- Daily empty waste bins and sanitary bins. Replace liners.
- Daily clean and disinfect toilets, urinals, and sinks.
- Daily clean all counters, mirrors, and fixtures.
- Daily restock all paper products and refill soap.
- Daily spot clean walls, doors, and partitions to remove stains, dirt and marks.
- Daily sweep and mop all floors.
- Monthly dust/wet wipe all surfaces above 6 feet to remove dust and dirt.
- Monthly clean air vents and window sills.
- Monthly full clean of all partitions.
Exterior Entrances
- Sweep entryways and remove debris.
- Clean glass doors (interior and exterior).
