NOTICE INVITING PROPOSALS
The Lake County Sheriff’s Office is soliciting proposals from qualified vendors to provide
janitorial cleaning services for law enforcement facilities located in Lakeport, California.
The selected contractor shall provide routine janitorial services for an approximately
15,000 square foot primary facility and an approximately 2,000 square foot secondary
facility located on the same campus.
Services shall be performed four (4) days per week for the primary facility and two (2) days
per week for the secondary facility during business hours and after hours as directed by the
County, excluding County holidays.
The Lake County Sheriff’s Office seeks a qualified contractor capable of maintaining a
clean, sanitary, safe, and professional environment suitable for a law enforcement facility.

2. BACKGROUND
The Lake County Sheriff’s Office operates a law enforcement administrative facility
consisting of approximately 15,000 square feet of office space, training rooms, interview
rooms, public access areas, locker rooms, gym space, and support facilities. The Lake
County Sheriff’s Office also operates a secondary administrative facility consisting of
approximately 2,000 square feet.
Maintaining a clean and sanitary work environment is essential for employee health, public
safety, operational readiness, and maintaining a professional environment for members of
the public.
Due to the sensitive nature of law enforcement operations, contractor personnel will be
required to comply with all facility security procedures, confidentiality requirements, and
background screening requirements.
3. FACILITY DESCRIPTION
Primary Facility
The primary facility includes, but is not limited to:
• Public lobby
• Administrative offices
• Training room
• Interview rooms
• Hallways and common areas
• Two (2) large restrooms with showers
• Men’s and women’s locker rooms
• Six (6) restrooms
• Gym area with rubberized flooring/mats

• Elevator

4. PRE-BID WALKTHROUGH
A mandatory pre-bid walkthrough will be conducted to allow prospective vendors to
inspect the facilities and become familiar with the scope of work and operational
requirements.

Questions must be received no later than ten (10) calendar days prior to the proposal due

Responses to questions and any amendments to this RFP shall be issued in writing by
addendum.
6. SCOPE OF WORK
The contractor shall provide janitorial cleaning services as detailed in Exhibit A – Scope of
Janitorial Cleaning Services.
Services shall include all labor, supervision, equipment, and materials necessary to
perform the required services unless otherwise specified. General cleaning agents will be
provided by the Sheriff’s Office, unless otherwise agreed amongst the parties.
The County will provide consumable supplies unless otherwise specified, including:
• Soap
• Cleaning agents and disinfectants
• Paper towels
• Toilet tissue
• Trash liners
• Batteries
The Contractor shall provide:
• Vacuums
• Mops
• Cleaning equipment
• Other equipment necessary to perform the services
Secure on-site storage space may be made available for contractor equipment and
supplies.
Any extraordinary cleaning services or additional supplies not contemplated under the
routine scope of work may be negotiated separately between the parties.
