Summary

Baltimore County, Maryland, Purchasing Division is seeking Proposals for Jail Management System, Software and Maintenance Support . Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/baltimorecountymd , no later than 3:00 pm on Friday, August 28, 2026 .

Background

The objective of the Jail Management System Replacement project is to replace the existing outdated system with a solution that meets current correctional standards, while ensuring secure, seamless integration with supporting systems from the Police Department, medical services, the commissary vendor, and others.

For the past 20 years, the current version of the Jail Management System (JMS) has effectively supported the needs of the Baltimore County Department of Corrections. While the system has met the department's requirements during this time, its outdated technology is increasingly difficult to maintain. For instance, the reporting system used to generate over 800 reports has been deprecated, necessitating a transition away from it. Additionally, as new requirements emerge, adapting the older technology to meet these needs has become challenging.

The current system presents incarcerated individual data in two separate views to reflect both their institutional and community experiences, such as when they are on home detention. Some teams in Corrections need to access both views, which can create confusion and lead to missed or delayed updates.

At the time the JMS was developed, alerting technology was limited. Consequently, reports are generated every 15 minutes to notify Corrections officials of issues, such as scheduling conflicts or missing information that needs updating. A new system would address many of the issues posed by the current JMS, while also offering the opportunity to implement hardware solutions that reduce paper-based processes, speeding up data collection for audits and improving processing times.

When implemented, the following audiences will use the Jail Management System replacement:

  • Corrections
  • Circuit Court
  • District Court
  • Health Department
  • Police
  • State’s Attorney
  • Office of the Public Defender
  • Corrections vendors providing commissary and medical services.
  • Constituents receiving notifications on the status of incarcerated individuals.
