1. NOTICE OF REQUEST FOR QUALIFICATIONS
Professional Architectural and Engineering Design Services
for the
Rehabilitation of Fire Stations 1, 5, 10, 19, and 26
City of Jackson, Mississippi

Notice is hereby given that the City of Jackson, Mississippi, will receive sealed statements of qualifications from qualified
architectural and engineering firms to provide professional design services for the rehabilitation of Fire Stations 1, 5, 10,
19, and 26.
Documents are available for viewing and obtaining at www.jacksonmsbids.com. Interested and qualified respondents may
submit Request for Qualifications (RFQ) Packages, according to the requirements described herein, by hand delivery to
City Clerk's Office of Jackson, 219 South President Street, Jackson, MS 39201. Packages may also be mailed to the City
Clerk's Office, at P.O. Box 17, Jackson, MS 39205. Electronic submissions may be submitted at www.jacksonmsbids.com
All RFQ Packages are due by or before 3:30 PM p.m. (CT) on June 16, 2026.
The requested services include existing-conditions assessment, programming, cost estimating, schematic design, design
development, construction documents, permitting support, bidding assistance, construction administration, and project
closeout support. The City intends to use a Design-Bid-Build delivery method. This solicitation is for professional design
services only and does not award construction work.
Submissions shall be clearly marked: " RFQ - PROFESSIONAL DESIGN SERVICES FOR FIRE STATIONS 1, 5, 10, 19,
AND 26."
No fee proposal shall be submitted with the submission. Compensation will be negotiated only after the City ranks the
most qualified firm or firms.
Minority-owned, women-owned, disadvantaged, Section 3, small, and local firms are encouraged to participate, either as
prime consultants or subconsultants, consistent with applicable law and City requirements.
The City reserves the right to reject any or all submissions, waive informalities or irregularities, request clarifications,
negotiate with the highest ranked firm, and cancel or reissue this solicitation if determined to be in the City's best interest
and consistent with applicable law.

2. Request for Qualifications
2.1 Introduction
The City of Jackson, Mississippi, through the Department of Planning and Development and in coordination with the
Jackson Fire Department, requests statements of qualifications from qualified architectural and engineering firms to
provide professional design services for the rehabilitation and modernization of Fire Stations 1, 5, 10, 19, and 26.
The City intends to select one qualified design professional or design team to provide complete design and construction
phase professional services. The selected firm will not perform construction work under this contract. After design
documents are completed and approved, the City anticipates issuing a separate public construction solicitation.

2.2 Project Purpose
The purpose of the project is to rehabilitate and modernize existing fire stations to improve working conditions, building
functionality, employee health, public safety, accessibility, indoor air quality, hygiene, durability, and operational efficiency.
Improvements may include plumbing upgrades, bathroom rehabilitation, dormitory privacy and finishes, kitchen
improvements, ventilation, flooring, ceiling repairs, painting, exercise area flooring, technology accommodations, and
related code and life-safety improvements.
2.3 Delivery Method
This project is being procured using a Design-Bid-Build approach:
a) Select the design professional through this RFQ.
b) Complete assessment, design, cost estimates, construction documents, permitting coordination, and bid
documents.
c) Publicly solicit construction bids from qualified contractors using the completed documents.
d) Award and administer a separate construction contract.
This RFQ shall not be interpreted as a design-build procurement, construction manager at risk procurement, construction
contract, or authorization to perform construction.
2.4 Funding and Compliance
Funding is anticipated to include Community Development Block Grant (CDBG), subject to final confirmation by the City.
The selected design professional shall coordinate with the City, the City's grant administrator, and the City Attorney to
support compliance with applicable federal, state, and local requirements.
a) 2 CFR Part 200 procurement and contract requirements, as applicable.
b) HUD/CDBG grant requirements and source documentation requirements, as applicable.
c) Civil rights, equal opportunity, nondiscrimination, and accessibility requirements.
d) Section 3 requirements, if applicable to the project or construction phase.
e) Davis-Bacon and Related Acts, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, and
HUD-4010 clauses for the future construction bid package, if applicable.
f) Environmental review and limitation-on-activities requirements before construction commitment, if applicable.
g) City of Jackson purchasing, vendor registration, Equal Business Opportunity, and contract approval requirements.
h) Mississippi public procurement, professional licensing, public works, and construction bidding requirements.
The design professional shall not make eligibility determinations reserved to the City, HUD, the State, the grant
administrator, or legal counsel, but shall provide technical information, documents, and design coordination needed to
support those determinations.

The City will provide addresses, available drawings, photographs, facility data, prior assessments, and other records if
available. Selected design professional shall field-verify conditions reasonably necessary for design. Existing record
drawings are limited and may consist primarily of scanned archival documents
2.6 Anticipated Construction Budget
The City intends to complete the project within available funding and grant constraints. Proposers shall demonstrate
experience designing public-sector rehabilitation projects with strong cost-control measures, phased implementation
strategies, additive and deductive alternates, and scope prioritization methods.
The selected design professional shall provide ongoing opinions of probable construction cost throughout the design
process and shall promptly notify the City if the proposed scope appears likely to exceed available funding.
The City reserves the right to prioritize, phase, reduce, defer, or modify portions of the work based on existing conditions,
code requirements, operational needs, grant eligibility, bid pricing, and available funds.
The design professional shall assist the City in developing a bid strategy that maximizes competitive pricing and allows
flexible award options through alternates, unit prices, and phased construction sequencing.
2.7 Scope of Professional Services
The selected firm shall provide all professional services necessary to assess, design, document, bid, and administer the
rehabilitation work, including architectural, mechanical, electrical, plumbing, structural, fire protection,
technology/communications, cost estimating, and related specialty services as required by the final scope.
Phase 1 - Project Initiation and Existing Conditions Assessment
a) Conduct kickoff meeting with City, Jackson Fire Department, Purchasing, grant administrator, and other
stakeholders.
b) Review available record drawings, maintenance records, prior reports, photographs, and grant documents.
c) Visit all five stations and document existing architectural, structural, mechanical, electrical, plumbing,
ventilation, accessibility, life-safety, and finish conditions relevant to the project.
d) Interview Fire Department personnel regarding operational needs, staff concerns, station schedules, access
constraints, and priorities.
e) Identify apparent code, accessibility, life-safety, infection control, ventilation, moisture, and durability issues
requiring further evaluation.
f) Identify known or suspected hazardous materials, including asbestos-containing materials, lead-based paint,
mold, or other regulated materials. Recommend testing or environmental consulting if needed.
g) Prepare a photo log and existing-conditions report for each station.
h) Develop a preliminary project priority matrix identifying required, recommended, and optional improvements.
Phase 2 - Programming, Concept Design, and Budget Confirmation
a) Confirm the final design program for each station with the City and Jackson Fire Department.
b) Prepare concept-level layouts, narratives, and scope descriptions for each station.
c) Develop preliminary opinions of probable construction cost by station and by major work category.
d) Identify constructability issues, long-lead items, phasing constraints, temporary facilities needs, and possible
bid alternates.
e) Review scope/budget reconciliation with the City and obtain written direction before proceeding to detailed
design.

Phase 3 - Schematic Design
a) Prepare schematic design documents sufficient to confirm scope, layout, systems approach, major materials,
and phasing strategy.
b) Provide schematic drawings, outline specifications, code summary, preliminary phasing plan, and updated
cost opinion.
c) Meet with City stakeholders to review comments and receive written authorization to proceed.
Phase 4 - Design Development
a) Prepare design development drawings and specifications for all disciplines.
b) Coordinate architectural, MEP, structural, fire protection, accessibility, technology, and operational
requirements.
c) Confirm product selections, performance requirements, alternates, allowances, unit prices, and phasing
constraints.
d) Update the opinion of probable construction cost and identify any scope adjustments needed to remain within
budget.
Phase 5 - Construction Documents and Bid Package
a) Prepare complete, coordinated, signed and sealed construction drawings and technical specifications suitable
for permitting and competitive bidding.
b) Prepare drawings/specifications by station and discipline as required for clear contractor pricing.
c) Develop front-end construction bid requirements in coordination with the City, including bid forms, alternates,
unit prices, contract time, liquidated damages if used, insurance, bonds, federal clauses, and grant-required
provisions.
d) Coordinate inclusion of Davis-Bacon wage determinations, HUD-4010, Section 3 language, Equal Opportunity
clauses, debarment certifications, and other federal requirements if applicable to the construction contract.
e) Prepare final opinion of probable construction cost before advertisement.
f) Provide electronic files in PDF and editable format acceptable to the City.
Phase 6 - Permitting and Agency Coordination
a) Coordinate with applicable permitting authorities and authorities having jurisdiction.
b) Prepare and submit permit packages if authorized by the City.
c) Respond to plan review comments and revise documents as required.
d) Assist the City in identifying required inspections, approvals, and certificates.
Phase 7 - Bidding Assistance
a) Attend pre-bid conference and site visits as requested by the City.
b) Respond to bidder questions through written addenda issued by the City.
c) Prepare addendum drawings or specifications as needed.
d) Assist with bid opening, bid tabulation, responsiveness review, reference checks, and recommendation of
award.
e) Review contractor licenses, bonds, insurance, and federal certifications for technical sufficiency as requested
by the City.
Phase 8 - Construction Administration
a) Attend preconstruction conference and periodic construction meetings.
b) Review submittals, shop drawings, product data, samples, and substitution requests.
c) Respond to RFIs and issue clarifications or supplemental instructions as needed.
d) Perform periodic site observations to determine general conformance with the construction documents. The
design professional is not responsible for contractor means, methods, techniques, sequences, procedures, or
jobsite safety.
e) Review contractor payment applications and change order requests for technical merit.
f) Assist the City with punch lists, substantial completion, final completion, warranties, closeout documents, and
record drawings.
g) Support grant closeout documentation as requested, within the design professional's scope.
Optional or Additional Services
The City may negotiate optional services if needed, including but not limited to hazardous materials testing or
abatement design, survey, geotechnical services, destructive testing, commissioning, detailed energy modeling, grant
administration beyond technical support, move coordination, furniture/equipment procurement, special inspections, or
additional construction observation beyond the agreed scope.

2.8.1 Review Periods and Resubmissions
The City will make reasonable efforts to review submitted deliverables within approximately ten (10) business days
following receipt. Review durations may vary depending on project complexity, stakeholder coordination, grant compliance
review, permitting requirements, and City meeting schedules.
The design professional shall incorporate City comments and submit revised deliverables within an agreed-upon
timeframe appropriate to the scope of revisions. Unless otherwise approved by the City, resubmissions should generally
occur within seven (7) business days for minor revisions and fourteen (14) business days for major revisions.
The design professional shall not proceed to the next phase until receiving written authorization from the City.
Review by the City, grant administrator, permitting authorities, or other agencies does not relieve the design professional
of responsibility for coordination, code compliance, accuracy, or completeness of the documents.
2.9 Design Standards and Performance Objectives
a) Comply with codes and standards adopted by the City and applicable authorities having jurisdiction, including
building, existing building, fire, mechanical, electrical, plumbing, energy, accessibility, and life-safety
requirements.
b) Use durable, low-maintenance, commercial-grade materials suitable for active fire station use.
c) Improve indoor air quality, ventilation, moisture resistance, hygiene, cleanability, and occupant comfort where
practical and within budget.
d) Use low-flow fixtures where feasible and appropriate.
e) Coordinate technology, communications, security, access control, wireless, data, and station alerting impacts with
the City and Fire Department.
f) Minimize disruption to emergency response operations during future construction.
g) Design for phased construction, temporary partitions, dust/noise control, and safe access where needed.
h) Avoid proprietary specifications unless approved by the City and legally permissible.

2.10 Operational Continuity Requirements
The stations are active emergency response facilities. The design professional shall develop a construction phasing and
operational continuity strategy to be included in the construction bid documents. At a minimum, the strategy shall address:
a) Maintaining emergency response capability.
b) Access to apparatus bays and emergency routes.
c) Firefighter and public safety during construction.
d) Protection of equipment, living quarters, kitchens, dormitories, bathrooms, and communications equipment.
e) Temporary bathrooms, showers, cooking, sleeping, or work areas if required.
f) Noise, dust, odors, fumes, and indoor-air controls.
g) Construction work hours and coordination with shifts.
h) Station-by-station sequencing and completion milestones.
2.11 Environmental and Hazardous Materials Conditions
The City does not guarantee the absence of hazardous materials. Hazardous materials testing and abatement design are
excluded unless separately authorized. If asbestos-containing materials, lead-based paint, mold, or other regulated
materials are known, suspected, or encountered, the design professional shall notify the City and recommend appropriate
next steps. The design professional shall not authorize disturbance of suspected hazardous materials without City
direction and required testing, abatement design, or regulatory compliance measures.
The City is responsible for required CDBG environmental review and release-of-funds procedures. The design
professional shall provide technical descriptions, maps, photographs, cost estimates, and project information needed to
support the environmental review, but shall not begin or authorize construction work under this design contract.

2.13 Anticipated Design Schedule After Notice to Proceed
Proposers shall include a realistic preliminary design schedule and identify any assumptions. The final schedule will be
negotiated with the selected firm. The City anticipates design completion within approximately 120-180 calendar days
after Notice to Proceed, subject to permitting and scope confirmation.
2.14 Pre-Submittal Meeting and Site Walkthrough
A pre-submittal meeting and station walkthrough is scheduled for June 4, 2026 at 10:00 AM at the Central Fire Station,
located at 555 S West St, Jackson, MS 39201. Attendance is strongly encouraged. The purpose is to allow firms to review
existing conditions, observe station operations, ask procedural questions, and understand access constraints. Firms are
responsible for all information provided by addendum. Oral statements shall not modify the RFQ. Failure to attend shall
not relieve proposer of responsibility for understanding project conditions
2.15 Response Submission Requirements
a) Submit one original signed response, four printed copies, and one searchable electronic PDF copy.
b) Responses shall be sealed and clearly labeled with the solicitation title and number.
c) Hard-copy responses shall be received by the City Clerk's Office at the address stated in the public notice no later
than the published due date and time. Electronic responses shall be submitted through www.jacksonmsbids.com
by the same deadline.
d) Late submissions may be rejected without review.

e) Responses should be concise and should not exceed 40 single-sided pages or 20 double-sided sheets, excluding
required forms, licenses, resumes, and tabs.
f) Do not submit a fee proposal, hourly rates, percentage fee, construction cost, GMP, contractor overhead/profit, or
any other measure of compensation. Fee will be negotiated only after selection/ranking.
2.16 Required Response Content
a) Cover Letter. Signed by an authorized representative. State the firm's interest, primary contact, acknowledgement
of no fee proposal, and commitment to meet City requirements.
b) Firm Profile. Legal name, business address, entity type, years in business, Mississippi Secretary of State status,
City vendor status if already registered, and relevant professional licenses/registrations.
c) Team Organization. Prime consultant, key personnel, subconsultants, discipline leads, roles, reporting structure,
and availability.
d) Licensing and Qualifications. Mississippi architectural and engineering licenses, firm registrations/certificates of
authorization, and any specialty certifications.
e) Relevant Experience. At least five comparable projects within the last ten years, preferably active municipal
facilities, public safety facilities, fire stations, occupied renovations, CDBG/HUD/federal projects, and multi-site
rehabilitation projects.
f) Project Understanding. Narrative demonstrating understanding of the City's goals, site constraints, active fire
station operations, CDBG compliance, and budget limitations.
g) Technical Approach. Proposed approach to assessment, design, code review, cost estimating, alternates,
phasing, operational continuity, quality control, bidding support, and construction administration.
h) Schedule. Preliminary design schedule with milestones and assumptions.
i) Federal/Grant Compliance Support. Description of experience supporting 2 CFR Part 200, CDBG, Davis-Bacon,
Section 3, environmental review documentation, and federally funded construction bid packages.
j) References. At least three owner references for comparable projects.
k) Required Forms. Completed forms and certifications in Attachment B and any City-required forms.
2.17 Minimum Qualifications
a) Prime firm or team includes design professionals licensed and in good standing to perform the required
architectural and engineering services in Mississippi.
b) Demonstrated experience with public building rehabilitation or occupied facility renovation.
c) Demonstrated experience preparing construction documents suitable for public competitive bidding.
d) Demonstrated ability to coordinate MEP, architectural, accessibility, code, and phasing requirements.
e) Ability to provide construction administration services in Jackson, Mississippi, during construction.
f) Ability to meet City insurance, contract, vendor registration, and federal grant compliance requirements.
g) No debarment, suspension, unresolved conflict of interest, or other legal impediment to contracting with the City
or receiving federal funds.
2.18 Evaluation Criteria
The City intends to evaluate qualifications and technical approach. Price shall not be used as a selection factor for
professional A/E services in this solicitation. The City may shortlist the highest-scoring firms for interviews. Final rankings
may include interview scores, reference checks, and clarifications

2.19 Selection and Negotiation Process
a) The City will review submissions for responsiveness and minimum qualifications.
b) An evaluation committee will score responsive submissions based on the published criteria.
c) The City may shortlist firms and conduct interviews or presentations.
d) The City will rank firms in order of qualifications.
e) The City will request and negotiate scope, schedule, and fair and reasonable compensation with the highest
ranked firm.
f) If negotiations are unsuccessful, the City may terminate negotiations and proceed to the next ranked firm.
g) Final contract award is subject to all required City approvals, legal review, funding availability, and grant
compliance review.
2.20 Prohibited Communications and Addenda
All questions must be submitted in writing to the City contact by the deadline stated in this RFQ. Proposers shall not
contact elected officials, evaluation committee members, Fire Department personnel, or other City staff regarding this
procurement except through the designated process. Any material clarification or change will be issued only by written
addendum. Proposers are responsible for checking the City's posting locations for addenda.
2.21 Conflict of Interest
Proposers shall disclose any actual, potential, or perceived conflict of interest. The selected design professional and its
subconsultants shall not bid on or perform the resulting construction work, assist a construction bidder, or create an unfair
competitive advantage, unless the City determines in writing that no conflict exists and the arrangement is legally
permissible.
2.22 Public Records and Confidential Information
Submissions may become public records under applicable Mississippi law. Proposers shall clearly identify any information
claimed to be confidential or proprietary. The City makes no guarantee that identified information will be exempt from
disclosure. Pricing shall not be submitted at the proposal stage.
2.23 Insurance Requirements
The selected firm shall maintain insurance coverage acceptable to the City. Minimum limits are subject to City review and
may be modified in the final contract.

2.24 City Rights
The City reserves the right to reject any or all responses, waive informalities or irregularities, request clarifications,
investigate qualifications, conduct interviews, negotiate with the highest ranked firm, cancel the solicitation, reissue the
solicitation, modify the scope, reject non-responsive submissions, and take any action determined to be in the best
interest of the City and consistent with applicable law.
