Description
The Department of Veterans Affairs, Network Contracting Office 7 located Columbia, SC intends to issue a sole source firm fixed priced contract to Dick Smith Ford, Inc. of Columbia, SC. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared.

Vehicle Repairs

1. REQUIREMENT:

This requirement for a one-time service for the repair of two government owned vehicles, on behalf of the Columbia Healthcare System, WJB Dorn VA Medical Center located in Columbia South Carolina.
2. BACKGROUND:

The WJB Dorn VA Medical Center (VAMC) is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rock Hill, Sumter, and Spartanburg, South Carolina.

3. PERIOD OF PERFORMANCE:

Period of performance is based upon award date and shall not exceed one (1) month.

Work shall be performed during the hours of 7:00 a.m. through 11:00 p.m. from Monday through Friday. Excluding weekends and all federal holidays. At this time no overtime is authorized.

4. PERFORMANCE REQUIREMENTS:

A Point of Contact (POC)shall be assigned to this procurement and written notification will be provided to the Contractor after award.
Scheduling of work performance shall be arranged through the designated POC assigned.
The Contractor shall provide a one-time service for the parts and repair for the below vehicles for engine replacements:
- 2018 Ford F-550 Bus: Plate #VA24778; VIN: 1FDAF5GTXJDA00125. Locked-up engine.
- 2022 Ford E-450 Bus: Plate #VA26269; VIN: 1FDAF5GTXJDA00125. Lost power compression on #1 and #6 Cylinders.
Location of both vehicles is: Dick Smith Ford, 7201 Garners Ferry Road, Columbia, SC 29209.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Such responses MUST be received no later than November 4, 2024, at 12:00 PM EST. No telephone inquiries or emails with questions will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
