Description
Department of Veterans Affairs NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources, capabilities, and qualifications necessary to provide the services required for Washington DC VA Medical Center.

Please respond to this RFI/Sources Sought 36C24525Q0814 with your:
1. Business name (including Unique Entity ID (SAM.gov)
2. Business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned,
Disadvantaged Small Business, 8(a), etc.), and
3. Person of contact (including telephone number & email address).
4. Capability statement and summary of previous experience providing these types of
services for the Veterans Health Administration or other similar facilities.
5. Available contract vehicles (GSA FSS, etc.) for use by Department of VA (include
applicable NAICS)
6. Brief Summary of categories of services that your company can/cannot provide.
7. Certification(s) / Licenses for meeting the local requirements to provide these
services at the Huntington VAMC (if applicable)
8. Confirmation that your organization has the capability & expertise to meet the
performance requirements while complying with applicable limitations in

OIT Server Room Panel Upgrade
Washington DC VA Medical Center

1.0 INTRODUCTION
This Statement of Work (SOW) outlines the requirements for upgrading the electrical panel(s) serving the Office of Information and Technology (OIT) Server Room at the Washington DC VA Medical Center. The upgrade is necessary to support current and future power demands, improve system reliability, and ensure compliance with all applicable codes and VA standards.

2.0 SCOPE OF WORK
The contractor shall provide all labor, materials, equipment, supervision, testing, and incidentals required in:
- Survey the existing server room electrical panel(s) and associated infrastructure.
- Remove and properly dispose of existing panel(s) and associated components as required.
- Furnish and install new electrical panel(s) of appropriate capacity and configuration, as specified by VA OIT and Engineering.
- Integrate new panel(s) with existing electrical distribution systems, including all required connections, breakers, and labeling.
- Ensure compatibility with existing and planned IT equipment loads.
- Minimize server room downtime and coordinate all outages with VA OIT and Engineering.
- Test and commission the new panel(s) and provide all required documentation.

3.0 DETAILED TASKS & INSTRUCTIONS
3.1 Pre-Installation Activities
- Attend a pre-installation meeting with VA OIT and Engineering staff.
- Conduct a detailed site survey to assess existing conditions and finalize panel requirements.
- Submit product data, electrical drawings, and cut sheets for proposed panels and components for VA approval.
- Develop and submit a project schedule, phasing plan, and safety plan for review.

3.2 Demolition and Removal
- Shut down and lock out/tag out (LOTO) circuits and equipment in accordance with VA and OSHA standards.
- Remove existing electrical panel(s) and associated components as required.
- Properly dispose of all removed materials in compliance with environmental and VA regulations.

3.3 Installation of New Panel(s)
- Prepare mounting surfaces and install new panel(s) and all required support.
- Install all the new breakers, bus bars, and accessories as specified.
- Integrate panel(s) with existing circuits, feeders, and grounding systems.
- Ensure all the wiring is neat, labeled, and installed to NEC and VA standards.
- Coordinate with VA OIT to minimize disruption to server room operations.

3.4 Testing and Commissioning
- Inspect and test all new installations for proper operation, including load testing, breaker function, and grounding.
- Verify compatibility with all server room equipment and confirm power redundancy as applicable.
- Document all test results and submit to VA for review.

3.5 Project Closeout
- Provide as-built drawings, updated panel schedules, and equipment submittals.
- Submit warranty documentation for all new equipment.
- Clean all work areas and remove debris.
- Provide training for VA OIT and Engineering staff on operation and maintenance of the new panel(s).

4.0 DELIVERABLES
- Project schedule, phasing plan, and safety plan.
- Submittals for all equipment and materials.
- Test and commissioning reports.
- As-built drawings and updated panel schedules.
- Warranty certificates and O&M manuals.

5.0 CONTRACTOR QUALIFICATIONS
- Licensed electrical contractor with demonstrated experience in data center/server room environments.
- All work to be performed by qualified, licensed electricians.
- OSHA 30-hour certified supervisor to always be on site.

6.0 SAFETY & SECURITY
- Comply with all VA, OSHA, and NEC safety requirements.
- Maintain secure work areas and always protect sensitive IT equipment.
- Implement infection control and dust mitigation measures as required.

7.0 COORDINATION & SCHEDULING
- All work affecting server room operations must be coordinated with VA OIT and Engineering.
- Schedule all outages and major activities during approved windows to minimize impact on operations.
