The Department of Veteran Affairs, Veterans Health Administration, Network
Contracting Office 6, Hampton VAMC intends to negotiate a Sole Source Firm-
Fixed Price contract for the Central Virginia VAMC, which requires brand name Services to include preventative and corrective maintenance. In accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 13.106-1(b), Soliciting from as single Source.
NAICS 811210 Electronic and Precision Equipment Repair and Maintenance. The proposed contract action is to provide a full-service agreement for Sakura Tissue Tek Lab Equipment as listed below:

Central Virginia VA Healthcare System This is not a request for competitive offers and no solicitation is available. Market
research has determined that this product hold proprietary rights and only available from a single source without an unacceptable delay or duplication of cost and no other type of servicers will satisfy agency requirements.
The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), Soliciting from a single source. Contract will be for an estimated period of performance December 1, 2024 November 30, 2025.This intent announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. Interested parties may identify their interest in the requirement and capabilities to the Contracting Officers within three (3) calendar days of this publication, Monday November 4, 2024 by 10 am EST by contacting Tiara White via email at Tiara.White@va.gov. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government.
(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufacture or gray market items will be acceptable.
(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings.
(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
No solicitation will be made available. The Government will not pay for any information submitted as a result of this intent. This intent shall not be construed as an obligation on the part of the Government to acquire any products or services. Upon receipt of the interested parties' notification, a determination by the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations, which is solely within the discretion of the Government.
