1. Title: Preventive Maintenance and Repair Services for Surgical Instrument
2. Purpose: The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification, Service Disabled/Veteran Owned Small Business. (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 811210, Electronic and Precision Equipment Repair and Maintenance. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought synopsis, a solicitation announcement may be published on GSA eBUY or Contract Opportunities website. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this source sought announcement.
Background
The G.V. Sonny Montgomery Medical Center requires a Contractor to provide Weekly On-Site and Off-site Preventive Maintenance and Repair (PMR) Services for government-owned Surgical Instruments, in accordance with this SOW, with the intent of ensuring the surgical instruments maintain design and function as the manufacturer intended, with minimal incidence of malfunction or inoperative conditions, and of a standard for use in medical operating procedures for VA patients, offering economical and efficient turn-key services while contributing to the VA Mission.
This Contract will be a non-personal services contract. The Contractor, its employees, agents and subcontractors shall not be considered government employees for any purpose. Contractor shall furnish all labor, materials, parts, equipment, tools, transportation, insurances, licenses, certifications, and supervision necessary to provide services in accordance with this Statement of Work (SOW).
Equipment (RMD)
The following surgical instruments and sets are government-owned equipment. They are maintained and used at the Location in this SOW and require PMR services in accordance with this SOW during the Period of Performance:
1. Surgical instruments include sets of trays and some include loose instruments, as well as a variety of manufacturers and brands. Instruments may include the following:
a. specialty trays by Service (Orthopedics, Ear Nose and Throat department (ENT), Eye clinic, general instruments, urology, hand, laparoscopic, neurology, plastic surgery, podiatry, thoracic, vascular etc.) and operating room (OR) procedural instrument trays
b. scissors
c. needle holders
d. curettes
e. hemostats
f. graspers
g. laparoscopic instruments
h. surgical knifes
2. Floor grade instruments, such as Pakistan surgical instruments, are single use instruments and may occasionally be included in the mix of sets or loose instruments. These are to be discarded by the contractor and not returned to the VA. Contractor will not be required to service a floor grade instrument.
3. Quantities: It is anticipated that the VA will require approximately 500 instruments to be serviced weekly, either in loose quantities or as sets of trays or both.
It should be noted that:
sets may include anywhere from 2 to 100 mixed instruments, and the largest set can contain 134 instruments, and estimated average quantity requiring weekly PMR services is approximately 10-15 sets of instruments.
3. Responses Requested: The following questions must be answered in response to this Sources Sought.
Answers that are not provided shall be considered non-responsive to the Sources Sought:
a. Where are the requested items/equipment manufactured?
Vendor must attach documentation of this information to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice
b. Are the requested items/equipment manufactured by a Small or Large business? Is the potential vendor in compliance with the Non-Manufacturer Rule (NMR)?

c. Is the Vendor an authorized distributor with access to Original Equipment Manufacturer (OEM) parts which may be required in performance of this requirement?
The VA does not accept grey market items and therefore the Vendor must attach evidence of this access (Authorized Distributor letter) to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice.

4. Opportunity/Market Pricing: The agency is seeking information from potential vendors on their ability to provide the required items/equipment. THIS IS A SOURCES SOUGHT ONLY. Small Business Concerns are encouraged to provide responses to this sources sought in order to assist the agency in determining potential levels of competition and general market pricing available in the industry. Therefore, vendors are requested to submit estimated market research pricing along with their responses to the above. The estimated pricing will be considered when determining the procurement strategy for the forthcoming solicitation.
Responses are due by 3:00pm (CST), Monday, August 31, 2026; size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to lakeisha.white@va.gov The subject line shall read: 36C25626Q1291 Preventive Maintenance and Repair Services for Surgical Instrument . NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 3(a) - 3(f).
