Notice of Intent to Sole Source Preventive Maintenance and Software Renewal for M5000 w/ 225 / 320 MXR: Preventative Maintenance & Software Agreement (Silver), 1 Standard 12-month PM Silver Contract 2 Visits - Dual Tube Microfocus/Conventional, 1 Standard 12-month Software Maintenance Contract - DR & CT
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to North Star Imaging to renew the Preventive Maintenance and Software for M5000 w/ 225 / 320 MXR. The maintenance agreement ensures continued use of the equipment (or software) and covers replacement units and upgrades of the system necessary to keep the units operable within the NETL operating environment. Failure to continue the maintenance agreement through North Star Imaging (NSI) would put NETL at risk of failure or loss of service that could severely impact the organizations’ ability to operate in an efficient and effective manner. NSI is the original equipment manufacturer (OEM) and has proprietary knowledge of the North Star Imaging M5000 Industrial CT scanner and software. The instrument must be properly maintained with the unique specifications in which only the OEM, NSI, can maintain. The anticipated period of performance for this requirement is from June 1, 2025, through May 31, 2026, and includes four, one-year optional periods through May 2030. This is considered a sole source to NSI because, to the best of the NETL’s knowledge, based on market research conducted, NSI is the only known source that can provide this CT scanner Preventative Maintenance & Software Agreement. No known potential alternate sources exist which could satisfy NETL's requirement.
This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 12:00 P.M. ET on February 25, 2025. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
