NOTICE OF INTENT TO AWARD SINGLE/SOLE SOURCE

Department of Veterans Affairs (VA) Network Contracting Office 16 (NCO 16) intends to negotiate a sole source, Firm-Fixed Price service contract for a MilliporeSigma Milli-Q IQ7005 Water Purification System under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to EMD Millipore Corporation at 400 Summit Drive, Burlington, MA 01803, in accordance with FAR Subpart 13.2. This acquisition is for a preventive maintenance for a to include scheduled inspections, routine replacement of consumable parts such as filters and UV lamps, system diagnostics, cleaning, calibration of sensors, and prompt troubleshooting of any issues for the for the MilliporeSigma Milli-Q IQ7005 Water Purification System located at the Central Arkansas Veterans Healthcare System (CAVHS) John L. McClellan Memorial Veterans Hospital, 4300 West 7th Street, Little Rock, AR, 72205. All work shall be performed by a qualified Field Service Engineer (FSE). The period of performance shall be twelve (12) months beginning on or about July 21, 2025, to July 20, 2026, with four (4) twelve (12) month option periods. Clause 52.217-8, Option to Extend Services, and Clause 52.217-9, Option to Extend the Term of the Contract, applies.

NAICS Code 221310, Water Supply and Irrigation Systems, with a Size Standard of $41.0M is applicable for this requirement.

This notice satisfies the requirement at FAR 5.201(b)(1), requiring publication of the proposed contract action. IAW FAR 5.207(c)(16)(ii) Contractors may submit a capabilities statement or quotation which shall be considered by the agency. The government shall not pay for any costs incurred by responses to this notice.
It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; interested parties may express their interest by providing a capabilities statement not later than 07/09/2025 at 8:00 AM CST, to arlene.blade@va.gov . When responding to this announcement, respondents should refer to number 36C25625Q1138, Notice of Intent MilliporeSigma Milli-Q IQ7005 system in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after July 9, 2025 at 8:00 AM (CST), no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with EMD Millipore Corporation.

The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
