The Department of Veterans Affairs, Network Contracting Office 15 intends to award a Sole Source
contract under the authority at FAR 13.5 Simplified Procedures for Certain Commercial Products and
Commercial Services and FAR 13.106-1(b)(2) for restricting competition on this procurement to Trane Technologies R newal Service Program.

Contractor R Newal/Rebuild solution shall be defined as to the provision of a complete system, to include
but not limited to providing all materials, tools, equipment, staff, management, travel, resources, etc. necessary to provide, install, replace, rebuild, commission and test both chillers ensuring that both chillers are fully usable at the conclusion of the project. The R Newal/Rebuild solution to be provided by the contractor shall: be ready for full use upon completion of the project and fully adheres to the regulations/requirements for newly installed Chillers as set forth by all OSHA, VA Policy, and VA Master Specification.

The contractor shall provide new OEM Trane equipment serial numbers for all Chillers and provide a
Trane manufacturer s warranty on all parts and labor. The warranty shall include all travel and
shipping costs associated with any warranty repair and service.

The scope of work is to perform a R Newal/Rebuilding of the Chillers located by Buildings 26/61
and the Surgery/SPS Center located by Building 34 at the Robert J. Dole VA Medical Center
(RJDVAMC. The Model numbers and Serial numbers for the Chillers that are getting the R Newal/Rebuilding process are listed below:

In addition, the compressors on which R newal has been completed will be covered by the Limited Factory Warranty for the term purchased:

7 Years Compressor Parts & Labor: This offering requires a Trane Service Agreement, which is included in this proposal. The service agreement shall include three inspections and one oil analysis per year. The oil analysis will be completed by the Trane Chemical Laboratory. If the Trane Service Agreement is cancelled before the end of the warranty period, the Limited Factory Warranty on the compressors is void.

Installation
The Contractor shall furnish all supplies, equipment, facilities, and services required for delivery and installation of the supplies and equipment. The contactor shall provide all resources necessary to deliver the solution as indicated in this scope of work. The Contractor shall install/use Trane OEM parts only for the R Newal/Rebuild of both Chillers, and use factory certified/trained technicians to perform/complete the work. The Contractor must be a Trane
factory representative, and at the completion of the R Newal/Rebuild of both cage Chillers be able to provide new Trane serial numbers, with a complete Trane Manufacturer s warranty on the installation and parts of both Chillers.

Period of Performance: 60 Days ARO

The place of performance is Robert J. Dole VA Medical Center located at 5500 E. Kellogg Avenue, Wichita, KS 67218-1607. The NAICS code is 238220 with a size standard of $19.0M. This action will result in a
Firm-Fixed Price contract with a period of performance of 60 days ARO.

This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT December 20, 2024, at 10:00 AM CT. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered.

When responding to this announcement, respondents should refer to Announcement, Notice of Intent. If after December 20, 2024, no viable responses have been received in response to this announcement, the Department of Veterans Affairs shall negotiate solely with Trane.

This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
