The Department of Veterans Affairs, Network Contracting Office 7 located in Decatur, GA intends to issue a sole source firm fixed priced contract to Abbott Laboratories, Inc. of St. Paul, MN. The contract is expected to be awarded under FAR Part 13. A Limited Sources Justification has been prepared.
Contractor shall provide maintenance/certification services in accordance with manufacturer s specifications and as outlined below:
Provide service calls 8:00 am to 5:00 pm Monday through Friday, excluding Federal holidays. After hours emergency service will be billed at prevailing rates.
Response time: 4 hour by telephone, Monday through Friday from 8:00 am to 5:00 pm EST and 4-hour on-site emergency service response after completion of telephone/modem support.
Updates: Provided at no cost for all items.
Documentation: Contractor shall furnish a detailed field service report upon completion of work to Biomedical Staff in Healthcare Technology Management Service (formerly Biomedical Engineering). The service report shall contain, at a minimum, the following information:
Type, model and serial number(s) of all equipment on which maintenance was performed
Total time spent performing maintenance.
Detailed narrative description of the services required
Copies of all test reports
Complete list of parts replaced and/or updates performed
Date and time the repair was completed
The service report shall itemize every item in the specification. Each item shall state the "as found" condition or values, the "calibrated to" or "adjusted to" values, the factory design tolerances, and a complete description of all work performed concerning the items. Included will be a list of new parts used and recommended future repairs.
5) Contractor shall provide evidence of factory training for each service engineer upon request.
PROGRESS AND COMPLIANCE
Contractor shall provide evidence of factory training for each service technician upon request.
Contractor shall contact Biomedical Engineering to arrange for service.
Service reports shall be provided to Biomedical Engineering within 24 hours of completing service. The report shall include complete details of all work performed.
The contractor shall provide certification in the form of technical documentation, original invoice, or service documentation that the quality of updates and upgrades is sufficient to guarantee continued performance and operation of the system listed in this contract.

EP-4 Cardiac Stimulator This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 339112 Surgical and Medical Instrument Manufacturing with a Size Standard of 1,000 Employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than October 25, 2024, at 5:00 PM EST. Forward responses by e-mail to Stanley.turner@va.gov.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source to Exploration EP Units Service Contract | 36C24725Q0108 All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contract Specialist, by email at Stanley.turner@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
